CRD and Participating Municipalities to Begin Mediation on the 2016 Regional Growth Strategy

Victoria, BC–- The Capital Regional District (CRD) Board approved a non-binding mediation process for the 2016 Regional Growth Strategy (RGS) at its June 14, 2017 Board meeting. Mediation is required to resolve disputes with RGS provisions related to growth management, water servicing and mapping after seven municipalities did not accept the RGS earlier this year.

The seven municipalities who did not accept the RGS – Central Saanich, Colwood, Esquimalt, Highlands, North Saanich, Saanich and View Royal – have also approved the mediation process. Participation in mediation is voluntary for municipalities who accepted the RGS. Metchosin, Sooke and Victoria, municipalities who accepted the RGS, will participate.

Mediation is being undertaken in accordance with dispute resolution provisions in provincial legislation and is expected to conclude in the fall.

The RGS guides decisions on regional issues, provides population and employment projections to the year 2038 and updates policy regarding water servicing, growth management, the environment and infrastructure, housing and community, transportation and economic development. The 2016 RGS also provides new policy regarding food systems and climate action.
