Victoria, BC– In December 2023, the Capital Regional District (CRD) Board passed a motion to adopt bylaw amendments, to come into effect in two phases in 2024 at Hartland Landfill.

“After a successful roll-out of Phase 1 Hartland Landfill policy changes in January, the CRD is gearing up to implement the second round of changes to divert materials from Hartland Landfill in alignment with the CRD’s Solid Waste Management Plan,” said CRD Board Chair Colin Plant.

The following Phase 2 changes will come into effect on July 2, 2024:

• Treated wood and asphalt shingles will be banned from being accepted as general refuse. Treated wood consists of wood products that are pressure treated, stained, or painted such as wooden furniture, plywood, particle board, and laminated wood.
• Separated loads of treated wood and separated loads of asphalt shingles will be accepted for recycling or energy recovery at a reduced tipping fee of $110/tonne.
  

Phase 1 policies that came into effect at Hartland Landfill in January 2024 included increasing the general refuse tipping fee from $110/tonne to $150/tonne, banning clean wood from general refuse, and increasing fine rates for various offences.

“Continuing to implement the policy changes at Hartland Landfill is exciting,” said Environmental Services Committee Chair Barbara Desjardins. “With the goal to reduce the region’s waste by more than one-third by 2031, every step forward we take at Hartland contributes to achieving that goal.”

In the spring a Material Division Transfer Station will be constructed at Hartland Landfill to collect and process wood (clean and treated) and asphalt shingles and then transfer materials offsite for recycling or energy recovery.

Further initiatives are being considered at Hartland Landfill to help the capital region reduce waste include banning carpet and underlay from general refuse, accepting salvageable wood for free, introducing a $300/tonne mixed renovation and demolition rate, and consulting on policies to restrict the flow of general refuse outside the capital region.
