CRD Board Announces Ted Robbins as CAO

Victoria, BC– Today, the Capital Regional District (CRD) Chair Colin Plant announced, on behalf of the CRD Board, that Ted Robbins will be the new Chief Administrative Officer (CAO). Mr. Robbins will assume those responsibilities on November 7, 2022, with the retirement of the current CAO Robert Lapham. The CRD Board initiated an intensive, national search to fill the role this spring when Mr. Lapham announced his pending retirement.   

“The Board is delighted to appoint a leadership candidate with years of experience at the CRD,” said Chair Colin Plant. “This appointment will provide continuity for the organization in the uncertain times we are experiencing, including labour shortages and supply chain issues. Mr. Robbins will also bring great energy, ideas and qualities to the role.”

Mr. Robbins is well known in the community having served as General Manager for the CRD’s Integrated Water Services since 2013.

“I am excited for the opportunity to work with the new CRD Board to move their vision for the region forward,” said Ted Robbins. “We have a strong leadership team and exceptional staff who are committed to working together and I look forward to leading the organization in the CAO role.”

Mr. Robbins will work with the incoming CRD Board at the outset of its term and will lead a planning process to identify key Board and corporate priorities that will set the strategic course for the CRD over the four-year term.

The CAO reports to the three Regional Board entities (the CRD, the Capital Regional Hospital District and the Capital Region Housing Corporation) and oversees all CRD operations, ensuring Board direction and policies are implemented.

The CRD delivers regional, sub-regional and local services to 13 municipalities and three electoral areas on southern Vancouver Island and the Gulf Islands. Governed by a 24-member Board of Directors, the CRD works collaboratively with First Nations and all levels of government to enable sustainable growth, foster community well-being, and develop cost-effective infrastructure while continuing to provide core services to residents throughout the region.
