Victoria, BC - The Capital Regional District (CRD) Board is pleased to announce the appointment of Robert Lapham as the new Chief Administrative Officer of the CRD, effective immediately.
Reporting to the 24 elected officials that make up the CRD Board of Directors, Mr. Lapham will lead more than 500 employees and manage numerous external contributors in providing a wide variety of services to residents in the Capital Region. Mr. Lapham was selected following a competitive North American wide executive search, due to his exemplary leadership and regional government experience.

Mr. Lapham will assume overall administrative responsibility for the CRD’s more than 200 regional, sub-regional and local services and agreements including: regional planning, water supply, waste management and disposal, resource recovery, environmental protection, regional parks and recreation facilities, housing, protective services, emergency response and other services.
The CRD has budget authority over the $750 million Core Area Wastewater Treatment Program budget and owns the Capital Regional Housing Corporation. The position will also include the role as CAO of the Capital Regional Hospital District.
Robert Lapham succeeds Kelly Daniels who recently retired from the CRD.
Robert Lapham Biography
Mr. Lapham has more than 25 years of regional government experience, most recently as CRD General Manager, Planning and Protective Services, a position he held since 2006. In this role, Mr. Lapham was responsible for general management, policy development, oversight and reporting through CRD Boards, Committees and Commissions on the operation of the Capital Regional Hospital District, Capital Regional Housing Corporation and a wide range of CRD regional, sub-regional and local services.
Prior to his work at the CRD, Mr. Lapham held several senior management positions at the Regional District of Nanaimo including General Manager of Development Services, General Manager of Corporate and Community Development and Deputy Administrator.
Mr. Lapham’s educational background includes a B.A. (Geography) from the University of Victoria and a Senior Certificate in Local Government Administration awarded by the Provincial Board of Examiners. He also holds a Diploma in Real Estate Appraisal and is a Registered Professional Planner.
Also a strong advocate for the community, Mr. Lapham is currently serving as a Board Member and Vice-Chair of the United Way of Greater Victoria.

In his previous role as General Manager, Planning and Protective Services, Mr. Lapham was instrumental in the development of the CRD 2012-2014 Strategic Plan, experience and insight that will be invaluable as the CRD continues to make progress towards its six strategic priorities.
