About the System

The Beddis Water System is located on the east shore of Cusheon Lake on the central eastern shore of Salt Spring Island and provides drinking water to approximately 128 service connections. CRD Integrated Water Services is responsible for the overall operation of the water system. The design and construction of water system facilities are overseen by the CRD Infrastructure Engineering and Operations Division. The day-to-day operations and maintenance are conducted by a contractor. The quality of drinking water provided to customers in the Beddis Water System is overseen by the CRD Water Quality Division.

Water Conservation Bylaw 4492

The Electoral Area Water Conservation Bylaw (4492) is in effect May 1 to September 30, unless otherwise authorized by the General Manager of Integrated Water Services. Due to ongoing drought conditions, the need for extended water conservation measures beyond September 30 has been approved by the General Manager of Integrated Water Services. Bylaw 4492 is now in effect until further notice.

Lawn Watering Schedule:

  • Stage 1 – Watering only permitted once per week between the hours of 4-10am or 7-10pm.
  • Stage 2 – Watering only permitted once every two weeks between the hours of 4-10am or 7-10pm.
  • Stage 3 – Watering not permitted.

Source Water

The Beddis Water System obtains its drinking water from Cusheon Lake, a small surface water impoundment (storage dam) that lies within an uncontrolled watershed. While Cusheon Lake is used for recreational purposes, only electric boat motors are allowed. The lake shore has been partially developed with residences, none of which are serviced by the Beddis Water System. Cusheon Lake is subject to seasonal water quality changes and is affected by periodic algae blooms.

Water Treatment Process

Water from Cusheon Lake enters the Beddis Water Treatment Plant which is located on the lake foreshore off Cusheon Lake Road.

The Beddis water system was upgraded in 2005 to include one centralized treatment plant consisting of dissolved air flotation, filtration, disinfection with ultra violet light and chlorine (liquid sodium hypochlorite) disinfection, and a new 20,000 imperial gallon storage tank (Sky Valley).

Distribution System

Disinfected water is pumped to a 20,000 imperial gallon storage tank and then is distributed to customers through a 7,000 metre network of mostly 100mm (4”) AC water mains. Service connections are provided to the property line with curb stops and individual household meters. Service from the property line to the dwelling is the homeowners’ responsibility. The distribution system also contains standpipes and hydrants.
