The Juan de Fuca Emergency (JDF) Emergency Program (EP) supports the local communities within the Juan de Fuca Electoral Area.
The Emergency Program Coordinator (EPC) acts as the facilitator of the program and manages the day-to-day business of the program, providing experience and direction to the program in the areas of training, planning, response and recovery. The position will work with the local communities and volunteers to promote and develop the program. As such the EPC must reside within the Electoral Area
As the emergency program coordinator for the Juan de Fuca Electoral Area, this position works to ensure the emergency plans and procedures are consistent with the CRD Emergency Plan and are developed to work within the CRD’s Emergency Management program.
During an emergency event, this position is responsible to manage the local aspects of the emergency program, operating under the direction of the CRD Emergency Operations Centre (EOC).
The Electoral Area Coordinator acts as a representative of the CRD in relation to the local emergency program and is bound while acting in this role by the policies and practices of the CRD in relation to public communication, financial management and spending, and other applicable areas. The Manager Electoral Area Fire & Emergency Programs will provide oversight to the Contractor, in terms of this contract.
The program objectives listed below are the key priorities:
- Increase the level of community based activity (planning, training or ESS small scale exercises)
- Continued integration of the Juan de Fuca Emergency Program with the CRD EOC
- Regular review of the Electoral Area Emergency Plan ensuring it is up to date and integrated with the CRD EOC as required
- Identify and upgrade the Electoral Area local community EOC(s) as required and approved within budgets
- Development and maintenance of the Emergency Support Services (ESS) program
- Review and updating the Electoral Area Emergency Plan
- Documentation of the Electoral Area Emergency Program structure and strategy
- Regularly but not less than bi-annually engage with the respective community(ies) to obtain input into service plans
- Provide input in the development of policies and procedures and implementation of approved policies and procedures
- Attempt identification of 2-3 coordinators for each community
