ERM2023-002-Recycling of Mattresses

Sealed Tenders, plainly marked on the envelope "Recycling of Mattresses, Contract ERM2023-002" will be received by the General Manager, Parks & Environmental Services of the Capital Regional District at their offices at 625 Fisgard Street, Victoria, British Columbia up to 10:00 am local time on June 7, 2023, at which time they will be opened in public. Only the name of the Tenderer and the Part(s) that the Tenderer bid on will be made public; unit rates will not be disclosed.

The Work under this Contract includes the Recycling of Mattresses from the Capital Regional District. The term of the Contract is for two and a half years, commencing July 1, 2023 to December 31, 2025.

A pre-tender site meeting will be held at the Hartland Learning Centre, 1 Hartland Avenue, at 2:00 pm on May 30, 2023.


1.1    See the "General Conditions", for definitions of the various parties named in this Contract.

1.2    The Tenderer shall, unless specified otherwise, supply all labour, materials, facilities, equipment and small tools necessary to carry out and complete the work as described in the Specifications forming part of this Contract.

1.3    The Tenderer shall include in his tender sufficient amounts to cover the cost of labour, materials and equipment associated with items not listed in the Schedule of Prices and Estimated Quantities, but included in the Specifications, either directly or by implication.

1.4     The submission of a tender shall be conclusive evidence that a Tenderer has:

(a)    Carefully reviewed and understood all of the provisions of this unit price Contract;

(b)      Ascertained the requirements of all relevant laws and regulations affecting the execution and carrying out of the Contract; and

(c)      Thoroughly inspected the sites and their surroundings and satisfied himself as to the form and nature of the sites, the nature of the grounds, the state of public services including access to and from the sites, and the quantities and nature of the labour and materials involved in completion of the work under the Contract.
