Project Description:

The Capital Regional District (“CRD”) invites detailed proposals from consultants (the "Proponents") in strict accordance with these Proposal Documents (CRD, RFP No. 2017-362). The proposals will be evaluated for the selection of a consultant (or consultants) with the intent to enter into a contract (the “Contract”) to provide the services described in Appendix “A”.

The CRD is seeking a qualified consultant to complete an Operations Review for both the RWS and JDF systems with the following goals:
‐ Examine the Regional Water Supply and Juan de Fuca Water Distribution system services and budgets in light of organizational goals, existing asset information, forecast infrastructure growth, forecast Capital Project work, internal client and/or external customer needs and priorities, industry benchmarking and best practices information.

‐ Using this information, provide options and recommendations to identify:

o Opportunities to adjust budgets and resources to ensure the Infrastructure Operations division achieves its goal of 100% preventative maintenance completion annually; and,

o Priorities and options to optimize maintenance – changes to service level or maintenance management approach to optimize maintenance practices now and into the future in light of an evolving and expanding utility.

A Contract will not necessarily result from this Request for Proposal (“RFP”)
