REGIONAL INVASIVE SPECIES SHARED TREATEMENT AND MONITORING CONTRACTORS,  2018-131

Instructions to Proponents

Invitation

The Capital Regional District (the CRD) invites standing offers from consultants (the Proponents) in accordance with these Request for Standing Offer documents (RFSO No. EPro2018-131).  

Working with, and on behalf of, participating local governments and various internal Divisions within the Capital Regional District (CRD), this Request for Standing Offer (RFSO) is issued to solicit responses for Shared Treatment Contractor to treat and/or monitor treatment (i.e. chemical and mechanical) high priority Early Detection Rapid Response (EDRR) species such as Giant Hogweed, Knotweed Species and other identified invasive plant species on specific sites within the Capital Region. All proponents must hold an Industrial Vegetation Management Pesticide Applicators license and be registered with Worksafe BC, or ability to obtain. As a result of this RFSO, the CRD intends to issue Standing Offer Agreements (SOA) for one or more Contractors for the 2018-19 treatment and monitoring seasons.

It is understood and agreed by Proponents that should a response (Proposal) be accepted, it will result in a Standing Offer Agreement only, and services will only be ordered by the CRD on an “as and when required” basis.  The aggregate value of the consulting services which may be ordered by the CRD under the Standing Offer Agreement is conditional upon the needs of the CRD.

As a result of the RFSO, the CRD intends to accept A Standing Offer Agreement will be completed with one (1) or more Treatment Contractor(s) and one (1) or more Monitoring Contractor(s) but reserves the right at its sole discretion to accept a Standing Offer Agreement as follows:

  1. From more than one (1) of the highest ranked Proponents as a result of this RFSO

    Where: work will be assigned to individual Proponents “as and when required” at the sole discretion of the CRD based on: location of work, expertise, pricing, availability, responsiveness, and demonstrated ability to provide prompt service. There is no implied or inferred obligation that each Proponent will receive an equal share of the work and the CRD will not be required to justify its selection of a Proponent under this arrangement to another Proponent; nor will the CRD need to provide information on the work given or value to other Proponents;

  2. Other such options that the CRD deems of value.

The decision to draw down on any Standing Offer Agreement will rest solely with the CRD.  The CRD will have complete discretion to decide whether a draw down is required and if so, under which Standing Offer Agreement a draw down will be made.

Project Objective

This Request for Standing Offer (RFSO) is issued to solicit responses for a Shared Treatment Contractor(s) to treat and/or monitor treatment (i.e. chemical and mechanical) high priority Early Detection Rapid Response (EDRR) species such as Giant Hogweed, Knotweed species and other identified invasive plant species on specific sites with in the Capital Region. Local governments which choose to participate in retaining the services under this Standing Offer Agreement, will supply the CRD Representative with the specific sites (public and/or private lands) to be treated and potentially monitored through a Contract for Services under a Standing Offer Agreement, in turn the CRD will directly requisition the respective local government for services rendered by the Contractor(s). The CRD Representative will work directly with the Contractor and the respective local government to develop a work plan for the Contractor(s). These services may include treatment, disposal, efficiency monitoring and data recording and entry into the Provincial Invasive Alien Plant Program (IAPP). Treatment Contractor may not be the Monitoring Contractor for the same site.

A Contract or Standing Offer Agreement will not necessarily result from this Request for Standing Offer.

Closing Time and Date for Submission of Proposals

The CRD will accept one (1) paper or one (1) electronic copy of each proposal, in accordance with the instructions contained herein, at the following specific physical location:

The CRD reserves the right to extend the Closing Time at its sole discretion.

Proposals must not be sent by fax.

Not a Tender

This is a Request for Standing Offer (RFSO) and not a tender call.  It is simply an invitation for responses (including prices and terms) for the convenience of all parties.  No obligations of any kind will arise from this RFSO or the submission of a Proposal.

A Standing Offer Agreement is an offer from the potential supplier to provide services to the CRD on an as, if and when requested basis.  If the CRD executes a Standing Offer Agreement with a Proponent, the Proponent becomes an Offeror and agrees to provide the services at set prices over the term of the Standing Offer Agreement (2018-19).  If and when the CRD (in its sole discretion) makes a draw down against that Standing Offer Agreement, only then does the Offeror have a Contract for the amount drawn down or ordered.

Under a Standing Offer Agreement, the CRD will order services conditional upon its needs and the CRD may, at its sole option, place a request for services specified in the request.  The Proponents acknowledge and agree that the CRD may not actually place any requests for services for the duration of the term of the Standing Offer Agreement.  The Proponents also acknowledge and agree that the CRD may purchase identical or similar services from any other source during the term of the Standing Offer Agreement. 

The CRD anticipates that services under the Standing Offer Agreement will be retained as follows:

  • Step 1 – A Standing Offer Agreement will be completed with one (1) or more Treatment Contractor(s) and one (1) or more Monitoring Contractor(s).

     

  • Step 2 - The CRD will provide a request for services for specific activities in accordance with the Standing Offer Agreement.Activities may be for an entire Task as outlined in the Schedule A – Scope of Services as described herein or may be for components of a Task.
  • Step 3 – Subject to the parties’ mutual agreement on the scope of work and costs (i.e. accepted hourly rate, time required to treat or monitor a given site), a Contract for Services will be completed under that Standing Offer Agreement between the CRD and the Consultant to cover the specific activities and Tasks associated with the request for services.
