Notice is hereby given that Capital Regional District (the “CRD”), intends to directly award a Contract to the supplier, Engineered Air to provide a specialized dehumidifier for Panorama Recreation Centre at an estimated value of $325,000, with the following design intent:
The design intent of this dehumidifier is to provide arena dehumidification while eliminating GHG emissions. This will be achieved by interfacing the dehumidifier with an energy recovery system via a medium temperature glycol loop. The dehumidifier serves two arenas and must meet minimum nominal moisture removal rates while providing adequate fresh air to occupants.
The performance requirements that the dehumidifier must meet are as follows:
- Primary mechanism of dehumidification must be a desiccant wheel
- Primary reactivation heat must be supplied by a hydronic coil using 25% propylene glycol at a maximum temperature of 160F
- Unit must have a minimum nominal moisture removal rate of 150lb/h using primary reactivation heat only
- Secondary reactivation heat must be supplied by an electric resistance heater
- Unit must have a minimum nominal moisture removal rate of 200lb/h using secondary reactivation heat only
- Unit must have control dampers to dynamically mix up to 100% outdoor air or up to 100% return air
- Unit must supply 14,000CFM at minimum external static pressure of 1 in-wg
- Unit weight must not exceed 12,000lb
