Instructions to Proponents


The Capital Region Housing Corporation (CRHC) invites detailed proposals from pre-qualified firms (the "Proponents") in strict accordance with these Proposal Documents (CRHC, RFP No. CRHC-CP-MICH-RFP 21/158).  The proposals will be evaluated for the selection of a proponent (or proponents) with the intent to enter into a contract (the “Contract”) to provide the services described in Appendix “A”.

The purpose of this Request for Proposal (“RFP”) is to select a Construction Manager (CM) to provide Services for the Preconstruction (Design Development Review, Construction Documentation, Construction Procurement), Construction Administration, and Post Construction Services of the CRHC’s proposed 97 unit development located at 330 - 336 Michigan Street in Victoria BC. In the provision of the Services, the Construction Manager must meet all CRHC specifications contained herein.

A Contract will not necessarily result from this RFP.

Closing Time and Date for Submission of Proposals

The CRHC will accept FOUR copies of each technical proposal, one sealed financial proposal, and a USB flash drive containing a .pdf file of the technical proposal only, in accordance with the instructions contained herein, at the following specific physical location:

Proposals must not be sent by fax or electronically. Amendments to Proposals may be faxed, in accordance with Section 1.8 Amendments to Proposals.

This is a Request for Proposal and not a tender call.

Proposal Documents

RFP documents may be obtained from CRHC staff at 631 Fisgard Street, Victoria, BC, V8W 1R7. 

Please use and reference the above RFP number on all correspondence.

Proponents are advised to read and respond appropriately to all sections of the RFP.

Incomplete proposals may be rejected at the sole discretion of the CRHC.

All inquiries related to this RFP, including whether or not the Contract has been awarded, should be directed in writing to the person named below (the “CRHC Representative”). Information obtained from any person or source other than the CRHC Representative may not be relied upon.

Inquiries should be made no less than five (5) business days prior to Closing Time.  The CRHC reserves the right not to respond to inquiries made less than five (5) business days prior to Closing Time.  Inquiries and responses will be recorded and may be distributed to all Proponents at the discretion of the CRHC.

Proponents finding discrepancies or omissions in the Contract or RFP, or having doubts as to the meaning or intent of any provision, should immediately notify the CRHC Representative.  If the CRHC determines that an amendment is required to this RFP, the CRHC Representative will issue a written addendum to the Proponents. No oral conversation will affect or modify the terms of this RFP or may be relied upon by any Proponent.

If the CRHC determines that an amendment is required to this RFP, the CRHC will issue a written addendum to all Proponents of record that will be incorporated into and become a part of this RFP.  Failure to acknowledge and address all addenda in a Proposal may render the Proposal invalid.
