1. INVITATION TO TENDER
1.1 Sealed Tenders, plainly marked on the envelope “Tender for Contract Number 2019-537 – Rocky Point Systems Upgrade " will be received by the Purchaser, Integrated Water Services of the Capital Regional District at their offices at 479 Island Highway, Victoria, British Columbia up to 3:00 pm local time on July 29, 2021, at which time they will be opened in public.
1.2 The works to be constructed under this Contract include, but are not limited to,
Part A – Rocky Point Pump Station and Watermain
The Rocky Point pump station and watermain includes the replacement of the
existing Rocky Point Pump Station at the intersection of Rocky Point Road and
Lombard Drive and replacement of 560 m of 200 mm AC watermain from the pump
station up Rocky Point Road with 250mm diameter C900 PVC. The Rocky Point
Pump Station is a completely new station to be built along side the existing
operating pump station including a new generator and exterior surge protection
tank. The existing station must remain in operation during the construction of the
new pump station.
Part B – Deer Park Reservoir and Pump Station
Deer Park improvements include a new bolted steel reservoir, modifications to the
existing Deer Park pump station and a new flow control piping. The existing Deer
Park pump station will have a new pressure reducing valve (PRV), control valve,
and flow meter installed inside the expanded pump station building.
Part C – Rocky Point Road Watermain to Canadian Forces Ammunition Depot

The final scope of work involves the design and installation of 2,100 m of 300 mm
diameter watermain for fire flows and 1,620 m of 75 mm diameter watermain
(common trench) for domestic low flow and maintenance of water quality. An
easement will be established at the new CRD owned and operated meter and DND
owned and maintained backflow chamber location.
1.3 Digital copies of Specifications, Drawings, Contract Documents, and Tender Form will be available for no cost electronic download from the CRD website at
https://www.crd.bc.ca/about/contracts-rfps/current after registering as a vendor.
Registration is done on the website at no cost.
1.4 The lowest or any tender will not necessarily be accepted.
1.5 A non-mandatory pre-tender site meeting to do review the site conditions, laydown areas, crane access, and plant layout will be held at 10:00 am on Wednesday June 30, 2021 at the Rocky Point Pump Station.
