Project Description:

**Please note that this RFP originally closed on January 24, 2020, but has been reopened and the deadline extended until February 10, 2020 at 4:00 pm. All proposals received to date will be held in confidence and reviewed along with any new proposals that are submitted by February 10, 2020.**

The Capital Regional District (CRD) invites detailed proposals from consultants in strict accordance with the Proposal Package located in the Additional Documents section below.  Proposals will be evaluated for the selection of a consultant with the intent to enter into a contract to create Housing Needs Reports for 11 participating local government entities that enable participating local governments to comply with provincial legislation.

Project Overview: The CRD has identified 11 local government entities that have agreed to collaborate on a regional Housing Needs Reports project in 2020. This project is focused on the efficient compilation and presentation of data related to demographics and existing housing supply as well as providing projections of the estimated number of units needed in the next five years in each local government area. Stakeholder engagement will be carried out in targeted areas throughout the region to confirm the data and projections prior to the final reports being submitted to the 11 local government councils for review and approval.

Proposals are due on or before February 10, 2020, 4:00 pm local time.

The Housing Needs Reports RFP Document is located in the Additional Documents section below. The submission procedures listed in this document shall be followed by all Proponents. Proponents are cautioned to read the entire RFP and follow the procedures required by this RFP carefully, as any deviation from these requirements may be cause for rejection.

A non-mandatory information session to discuss the CRD’s requirements under this RFP will be held on January 8, 2020, 2:00 – 4:00 pm, in room 488 at the CRD Offices, 625 Fisgard St, Victoria, BC.  Please note that a call-in option is available for this information session. If you are planning on attending by phone, please let us know in advance by emailing Maia Kerr (mkerr@crd.bc.ca). Call in Procedure: A few minutes prior to the commencement of the meeting, please call 250-360-3250. No code is required for the conference. Once you have joined the meeting, please identify yourself so everyone knows you are present.
