CALL FOR CREDENTIALS
GHG REDUCTION PATHWAY STUDY FOR
CAPITAL REGIONAL DISTRICT RECREATION CENTRES
Background
The Capital Regional District (CRD) is committed to taking a leadership role in achieving regional carbon neutrality and to demonstrate this leadership by reducing the carbon impacts of the CRD’s buildings. Three CRD recreation facilities were selected to conduct a GHG Reduction Pathway Feasibility Study:
1. Panorama Recreation Centre located in North Saanich, this facility has an aquatic centre, two arenas, fitness, sport, and community spaces
2. SEAPARC Leisure Complex located in Sooke, this facility has an aquatic centre, arena, fitness and multipurpose rooms
3. Rainbow Road Recreation Centre is an aquatic centre located on Salt Spring Island
Together, these three facilities contribute approximately 40% of the total GHG emissions produced by the CRD’s owned and operated buildings. This project would help the CRD chart a path for these buildings to achieve 50% GHG reductions within 10 years and 80% reduction within the next 20 years.
The Call for Credentials is to invite statements of credentials from consultant teams having experience in “decarbonizing building” design and practice. The purpose of this submission is to select a maximum of three (3) qualified and experienced teams which will be invited to submit detailed proposals to undertake this GHG Reduction Pathway Study.
Nature of Project
The “GHG Reduction Pathway Study for Capital Regional District Recreation Centres” is supported by grant funding from the Federation of Canadian Municipalities (FCM) Community Buildings Retrofit (CBR) program. The deliverables must meet all the CBR’s program requirements. The GHG Reduction Pathway Feasibility Study Guidance Document is attached in the appendix of this Call for Credentials.

Timetable
Credentials will be received up to 2:00 p.m. on March 10, 2022.
The CRD will accept electronic submissions of the credentials.
