ANALYTICAL SERVICES FOR MULTIPLE CRD PROGRAMS

Invitation:
The Capital Regional District ("CRD") invites detailed proposals from consultants (the "Proponents") in strict accordance with these Proposal Documents (CRD, RFP No. EPRO2021-014). The proposals will be evaluated for the selection of a consultant (or consultants) with the intent to enter into a contract (the "Contract") to provide the services described in Appendix "A".

The Capital Regional District (CRD), hereinafter referred to as the "CRD", invites Proposals for the Description of service / goods required.

The quantities are estimated annual amounts, initially for a four (4) year period with the option to extend the contract for one (1) year period upon mutual agreement. The CRD reserves the right to award in whole or in part. Proponents may be awarded additional follow-on work without a further competition.

The CRD delivers a number of comprehensive environmental programs to monitor the potential effects of substances released to the environment, and to assess the quality of the region's drinking water. Analyses of various liquid and solid samples are required to provide information used to guide programs within the CRD. These programs include:

- the Environmental Monitoring Program, to assess the environmental effects of wastewater on the marine environment and to monitor stormwater and receiving environment quality, in order to reduce stormwater contamination of streams and the marine environment;
- the GeoEnvironmental Program, to ensure that Hartland Landfill operations are not adversely affecting water quality, and are in compliance with provincial regulatory requirements and the Regional Source Control Sewer Use Bylaw;
- the Regional Source Control Program, to monitor the quality of wastewater discharged to the CRD sewer system and to wastewater treatment plants;
- the Water Quality program, to monitor drinking water quality in Greater Victoria and in CRD-operated small drinking water systems; and
- The CRD's Laboratory which assesses the compliance samples from CRD sewage treatment plants.

The CRD implemented a vaccination policy. CRD's Communicable Disease Prevention Plan requires all eligible individuals to be vaccinated against COVID-19 by December 13, 2021. As we work with vulnerable populations and the public, reducing transmission of communicable disease in the workplace is a key safety goal for all of our projects. In any case where the Vendor, its employees or its sub-contractors, if applicable, shall be working alongside, interacting with or working in the vicinity of CRD employees or volunteers in the performance of the Work, the Vendor shall ensure that it and all its employees and sub-contractors, if applicable, comply and are familiar with CRD COVID-19 policies. A Contract will not necessarily result from this Request for Proposal ("RFP").
