CAPITAL REGIONAL DISTRICT
REQUEST FOR PROPOSAL
Stream Discharge Measurements in CRD Watersheds
RFP No. EPRO2020-027
Invitation
The Capital Regional District (“CRD”) invites detailed proposals from consultants to undertake stream discharge measurements in various CRD watersheds with the intent of improving the year-round calibration of adjacent flow meters. It may be required to undertake these stream discharge measurements at short notice, under adverse weather conditions, and at any time of day. The need for one or more of measurements must be assessed by the Proponents within their Proposal.
CRD requires in-stream discharge measurements and associated information for at least seven priority hydrological monitoring stations. Each hydrological monitoring station measures water height (stage) continuously and sends the data to an online database (FlowWorks) where further calculations and graphs can be observed. Stage-discharge relationships (SDR) have been developed for five of the stations. Where stations don’t have a SDR, one needs to be developed. For stations that have a SDR, data gaps need to be addressed with in-stream measurements of various flow levels to refine the SDR so that the discharge data is accurate and useful. Stream discharge measurements will be required over a range of flows, but with emphasis on high flow events.
