February 22, 2023 Update:

Added Addendum 1 to include Questions and Answers and revision to Component 6 of Appendix A-Scope of Services.

Invitation:

The Capital Regional District invites detailed proposals from consultants (the "Proponents") in strict accordance with these Proposal Documents (CRD, RFP No. EPRO2023-004). The proposals will be evaluated for the selection of a consultant with the intent to negotiate to enter into a contract (the “Contract”) to provide the services described in Appendix “A”.

The Capital Regional District (CRD), hereinafter referred to as the "CRD”, invites Proposals for the update of the Bowker Creek Blueprint that will guide the Bowker Creek Initiative (BCI) member municipalities (District of Saanich, District of Oak Bay and City of Victoria), School District #61, the CRD, the community and other land stewards as they work to manage and restore the Bowker Creek watershed and creek corridor into the future. Like the original Blueprint, the updated Blueprint will provide recommendations and guidance for both short, medium, and long-term (50-100 year) improvements to the creek and its watershed, with the understanding that change can be slow and incremental in the urban environment.

The CRD reserves the right to award in whole or in part. Proponents may be awarded additional follow-on work without a further competition. A Contract will not necessarily result from this Request for Proposal (“RFP”).
