Introduction

The Capital Regional District (CRD) is issuing this Request for Expressions of Interest (RFEOI) as part of the CRD’s Biosolids Beneficial Use Definitive Plan (Definitive Plan), to assist in determining a long-term solution for beneficial use of their biosolids. These municipal biosolids will be anaerobically digested, dried, and pelletized at the CRD Residuals Treatment Facility (RTF), which is currently under construction at the Hartland Landfill. This RFEOI is seeking responses regarding potential biosolids beneficial use technologies (Part A), and interest in undertaking a biosolids beneficial use pilot (Part B). The CRD desires to evaluate technologies through pilot scale testing that when scaled, could process up to 20 dtpd of digested, dried and pelletized biosolids feedstock to produce end-product(s) and by-products that have a beneficial use with the exception that any end-product or by-product materials cannot be land applied under current CRD policy. The technology energy generation profile, as well as greenhouse gas emissions/carbon footprint will be considered in the evaluation.

To address the needs of the Definitive Plan, the objectives of the biosolids beneficial use RFEOI are to:

  1. Collect information regarding potential technologies and technology vendors that can meet the CRD requirements for biosolids beneficial use.

  2. Potentially undertake a pilot(s) at a sufficient scale that is able to demonstrate the viability of one or more technologies for processing the CRD biosolids stream generated by the CRD RTF. The intent is to validate potential performance at a full/commercial scale.

  3. Collect data related to air emissions (NOx, GHGs and other parameters association with human health considerations) associated with these technologies.

  4. Collect data related to the quality of any end-products from biosolids processing for which a beneficial use application may be available.

  5. Collect other data (emissions, product quality, operational performance, representative costs, facility sizing, noise, odour, dust etc.) required to inform the selection of a long-term beneficial use solution for the CRD, and the procurement process for that option.

The information collected through this RFEOI, including specific information derived from a potential Biosolids Beneficial Use Pilot(s) will form a portion of the dataset used to short-list and evaluate options using a holistic framework to assess environmental, social and financial impacts.  The process will consider synergies with other waste management projects where possible, and will consider the outcomes of the short-term plan as discussed below.  Once a long-term management strategy has been decided, the CRD intends to undertake an open and transparent competitive procurement process to secure long-term biosolids beneficial use capacity.

This RFEOI is open for responses by companies and technology developers or technology representatives that have experience in managing biosolids, and that have the potential to offer an innovative approach that can meet the CRD’s Biosolids Beneficial Use requirements.
