INSTRUCTIONS TO BIDDERS
ROLE OF CAPITAL REGION DISTRICT
The Capital Regional District (CRD) Regional Water Supply system delivers drinking water to approximately 390,000 residents in 13 municipalities and 1 electoral area, within the Greater Victoria Area. In addition, the CRD is also responsible for the supply and distribution of potable water to the municipalities of Langford, Colwood, View Royal, Metchosin, Sooke and the Highlands.
The CRD is to prequalify one or more prospective contractors under several different Contracted Services categories depending on the Contractors area(s) of expertise. Resulting contracts will be on an “as and when needed” basis with no guarantee of a minimum.
The service categories are as follows:
- Line Painting
- Drilling and Blasting
- CCTV (Close Captioned Television)
- Health & Safety Consultant
- HVAC Maintenance
- Crane Services
- Plumbing
- Water Works Maintenance
- Watermain Hot Tapping
- Land Surveying and Planning
Parties that submit a response to this RFQ are referred to as “Bidders” and their submissions to this RFQ are referred to as “Submissions”. At the conclusion of the prequalification process set out in this RFQ (the “Prequalification Process”) it is expected that one or more Contractors will have been successfully prequalified (“Contractors”). The Prequalified Contractors will then be eligible to participate in subsequent directed Statement of Works (“SOW”) issued after the prequalification period as and when the need arises.

Submissions received after closing time will not be accepted or considered.
All inquiries related to this RFQ including whether or not contracts have been awarded, should be directed in writing to the person named below (the “CRD Representative”). Information obtained from any person or source other than the CRD Representative may not be relied upon.

Bidders finding discrepancies or omissions in the RFQ or having doubts as to the meaning or intent of any provision, should immediately notify the CRD Representative. If the CRD determines that an amendment is required to this RFQ, the CRD Representative will issue a written addendum to the Bidders. No oral conversation will affect or modify the terms of this RFP or may be relied upon by any Bidders.
Inquiries should be made no less than seven (7) calendar days prior to Closing Time. The CRD reserves the right not to respond to inquiries made less than seven (7) calendar days prior to Closing Time.
