CAPITAL REGIONAL DISTRICT

COPPER MINE PUMP STATION UPGRADES – CONSTRUCTION SERVICES

 CONTRACT 2024-930

 INVITATION TO TENDER

Sealed Tenders, plainly marked on the envelope "TENDER FOR COPPER MINE PUMP STATION UPGRADES – CONSTRUCTION SERVICES, CONTRACT 2024-930" will be received by the Purchaser, Integrated Water Services of the Capital Regional District at their offices at 479 Island Highway, Victoria, British Columbia up to 2:00pm local time on April 11, 2024, at which time they will be opened in private.

The works to be constructed under this Contract generally include, but is not limited to, the following:

Part A:

Construction of a new pump station is required to replace the existing Copper Mine Pump Station 1 (CMPS1) at the intersection of Copper Mine Road and East Sooke Road. The new pump station will boost water pressure to fill the Copper Mine Reservoir, provide fire flows, and provide back-up distribution pressure to the Copper Mine 1 Pumped – HGL 141m pressure zone. This station will also house pressure reducing valves to reduce pressure from HGL 141m to HGL 110m, and thereby replace the Copper Mine Pressure Control Station (CMPCS).

The work at this location will include, but not be limited to:

-        Construction of a new building.

-        New piping, pumps, valves, equipment, electrical/SCADA, mechanical, and HVAC.

-        Existing pump station to be decommissioned and removed.

-        Existing pressure control station to be decommissioned and removed.

 Part B (Provisional):

Construction of a new pump kiosk to replace the existing Copper Mine Pump Station 2 (CMPS2) at the south end of Copper Mine Road. The kiosk is to provide required distribution pressure to 5-10 residential properties and will be built with the following, but not limited to:

-        Custom kiosk.

-        New piping, pumps, valves, equipment, electrical/SCADA, and mechanical.

-        Existing pump station to be decommissioned.

Proponents may be awarded follow-on work without a competition.

Digital copies may be downloaded for no cost from www.crd.bc.ca/about/contracts-rfps/ after registering as a vendor and at www.bcbid.gov.bc.ca without registration. Vendors are encouraged to check BC Bid regularly for updates and not rely on e-mail notifications, as e-mail is inherently unreliable and subject to interruptions.

The lowest or any tender will not necessarily be accepted.

A non-mandatory pre-tender site meeting will be held at Copper Mine Pump Station 1 (intersection of East Sooke Road and Copper Mine Road) in East Sooke at 11:00am, March 13, 2024. Tenderers are recommended to visit the site to ensure that they have satisfied themselves of everything and of every condition that could affect the execution of the work.  Tenderers are encouraged to make enquiries to satisfy themselves of the work requirements.
