The Capital Regional District (CRD) invites detailed proposals from consultants (the "Proponents") in strict accordance with these Proposal Documents (CRD, Request for Proposals (RFP) No. 2022-005). The proposals will be evaluated for the selection of a consultant (or consultants) with the intent to negotiate to enter into a contract (the “Contract”) to provide the services described in Schedule A.

The CRD is seeking a Technical Advisor who can support the CRD by providing the required technical expertise and oversight needed to assist the CRD with the development of strategies to address:

  • the beneficial use of biosolids generated through the Residual Treatment Facility, and
  • resource recovery from source-separated waste materials diverted from disposal at Hartland Landfill.

Given the potential overlap between the strategies, it is the CRDs strong preference to award a single contract. The CRD recognizes that firms may not have significant experience and expertise in both resource recovery from solid waste and beneficial use of biosolids, and as such, the CRD reserves the right and discretion to divide up the Services, by scope, and to select one or more Preferred Proponents to enter into discussions and/or negotiations with the CRD for one or more Contracts to perform all or a portion or portions of the Services, as per Section 4.6.  Proponents may be awarded additional follow-on work without a further competition.

Project Background

The Capital Regional District (CRD) is the regional government for 13 municipalities and three electoral areas located on the southern end of Vancouver Island. The Hartland Landfill is owned and operated by the CRD and is located about 14 km northwest of Victoria. In 2020, the landfill accepted approximately 155,000 tonnes of solid waste, including approximately 5,400 tonnes of material that was diverted from the active face for beneficial use. Recent analysis conducted by the CRD estimates that new policies scheduled for implementation in 2023 have the potential to result in up to an additional 30,000 tonnes of recoverable material diverted from the solid waste stream, including wood waste, construction, renovation and demolition waste, hard plastics and mattresses. In addition, the Hartland Landfill site hosts the final stage of the region’s wastewater treatment process at the Residual Treatment Facility (RTF) located at the north end of the Hartland site. Wastewater residual solids undergo mesophilic anaerobic digestion and heat drying at the RTF to produce biogas and approximately 10 tonnes of Class A biosolids per day or 3,650 tonnes per year.

The objective of this RFP is to obtain a Technical Advisor (TA) to assist the CRD with the development, and partial implementation and/or piloting of strategies to address:

  • the long-term beneficial use of Class A biosolids generated through the RTF, and
  • resource recovery from and/or beneficial use of source-separated materials diverted from disposal at Hartland Landfill.

The CRD is seeking a TA to act as an independent advisor who will provide the CRD with the technical oversight needed through all stages of developing these strategies. The scope of this RFP includes conducting the necessary technical and scientific analysis and supporting the CRD in initiating and evaluating procurement processes necessary for strategy development.

The CRD would prefer to enter a single contract with a party with acceptable experience and expertise in both resource recovery from solid waste and beneficial use of biosolids. Proposals could come from Proponent teams made up of one or more firms. However, the CRD recognizes that firms may not have significant experience and expertise in both resource recovery from solid waste and beneficial use of biosolids, and as such, the CRD reserves the right and discretion to divide up the Services by objectives, and to select one or more Preferred Proponents to enter into discussions and/or negotiations with the CRD for one or more Contracts to perform all or a portion or portions of the Services, as per Section 4.6 of the main body of this Proposal.
