Project Description:

The Capital Regional District (“CRD”) invites detailed proposals from consultants to update a land cover classification and associated analysis within the capital region.

Background

In 2013, the Habitat Acquisition Trust (HAT) sponsored a project to classify land cover within portions of the Capital Regional District (CRD)[1] using 2005 and 2011 orthophoto imagery (see Appendix A1). Riparian/wetland models produced from 2011 imagery and percent cover of tree canopy and impervious surfaces based on one hectare grids from 1986, 2005 and 2011 datasets are also available[2]. The land cover classification and associated analysis now requires reclassification and updating using 2019 and 2017 orthophoto imagery to understand change over time. The CRD is also interested in using LiDAR data to address classification inaccuracies for elevated features (i.e. trees and buildings) resulting from imagery collected at oblique angles (i.e. shadows and lean).

The updated land cover classification results may inform a variety of strategies, assessments and initiatives including monitoring for urban forest strategies, estimates of carbon sequestration by urban trees, watershed risk assessment models, tree protection bylaw review, and biodiversity conservation strategies within the capital region. Impervious surface cover is used to inform storm water management and planning, rain garden installation and siting of green infrastructure.

[2] A land cover classification prepared for Regional Parks in 2017 was also conducted using multispectral imagery with a 3 m resolution to inform a land acquisition strategy. The classification met the needs of the strategy, however higher resolution classification is required to monitor urban forest canopy cover.
