Notice of Intent Title: FlowCAM Imaging Microscopy System for Phytoplankton and Zooplankton

Notice is hereby given that Capital Regional District (the “CRD”), intends to directly award a Contract to the following supplier to provide a FlowCAM Imaging Microscopy System for Phytoplankton and Zooplankton for a one time purchase at an estimated value of $86,000 USD.

In accordance with applicable trade agreements, CRD has chosen not to proceed with a competitive process for the following reason:

due to an absence of competition for technical reasons
The FlowCam Cyano system automates the repetitive and time consuming aspects of microscopic examination. It is a flow cytometer/microscope/imaging system that can identify and enumerate cyanobacteria and algae, as well as zooplankton. The system is a unique combination of laser detection, microscopy, flow cytometry and analytical software. The manufacturer provides both training and on-going technical support, which is essential to the implementation and ongoing use of the FlowCam Cyano.
The addition of the FlowCam technology will allow the Lab Services program to provide internal support (in an accredited laboratory) for CRD-operated drinking water systems.
Vendors who wish to challenge this decision should submit a detailed written objection for the attention of Samantha Silva by email to ssilva@crd.bc.ca before 2:00 pm Pacific Time, February 8, 2021. CRD will review any and all issues received by this date and provide due consideration to each objection.
