Description

The goal of this project is to improve road safety for motorists and pedestrians at intersections that may be impacted by changing traffic patterns in the area around Hartland Landfill. The recommended improvements originate from a study conducted by local road infrastructure experts, including the District of Saanich, and are based on current Transportation Association of Canada (TAC) standards.

In general, the improvements include better lane delineation, road widening and improved accessibility for pedestrians, cyclists and transit users. The Hartland Landfill Neighbourhood Intersection Improvement Project includes the following three intersections:

Willis Point Road/Wallace Drive Intersection

Planned improvements for this intersection include removing the right turn yield lane and replacing it with dedicated right and left turn lanes with a stop to improve safety for motorists, cyclists, and pedestrians. All lanes will be widened and painted lines will be updated to meet current TAC standards. A crosswalk will be added for those using the multi-use trail for better safety and visibility for crossing Willis Point Road. Underground utilities will be upgraded to improve site drainage. Additional lighting and signage will be installed to improve safety for all users.

Wallace Drive/West Saanich Road Intersection

Planned improvements include a dedicated crosswalk and bike lane delineation for crossing Wallace Drive at West Saanich Road and an additional crosswalk with flashing beacons for crossing West Saanich Road. Like Willis/Wallace, the right turn yield lane will be replaced with dedicated right and left turn lanes with a stop to increase road safety.  West Saanich will also be improved with lane widening and painted lines to meet current TAC standards. Sidewalks will also be installed to improve pedestrian safety and access to BC Transit. Additional lighting and updated signage will be installed. These changes will improve safety for all users.

West Saanich Road/Hartland Avenue Intersection

Upgrades include new crosswalks and sidewalks for parts of West Saanich Road and Hartland Avenue for improved pedestrian safety and accessibility to BC Transit. A crossing for where the muti-use trail crossing at Hartland Avenue will also be upgraded to have similar features to other CRD multi-use path/roadway crossings. Hartland Avenue will be widened to accommodate dedicated right- and left-hand turning lanes for motorists. Improved bike lane delineation will be established on West Saanich Road at the Hartland Ave intersection will also be included for added safety for cyclists. Additional lighting and signage will be installed and restricted sightlines will be cleared to improve safety for all users.
