Existing Townhouse Complex

Located at 1211 Gladstone Avenue, Caledonia was an 18-unit townhouse complex at the end of its service life and requiring replacement. The redevelopment area has been expanded to include the former site of the former Fairey Tech building.

Proposed Comprehensive Redevelopment

This redevelopment in the heart of Fernwood will feature 158 new affordable rental housing units within 2 apartments and 3 townhouse buildings. The project features large expanses of landscaped space, featuring rain gardens and urban agriculture components, and provides an amenity room for use by a non-profit neighborhood group.

Caledonia will be constructed and operated under the terms of the Community Housing Fund (CHF) program in partnership with BC Housing and will offer 32 units at provincial assistance rates.

The project is scheduled for completion in Q2 2025.

Project Updates

September 11, 2023: Building Permit for Townhouse Building 2 issued by the City of Victoria.

August 10, 2023: Framing of Apartment Building 1 started.

July 31, 2023: Delegated Development Permit issued by the City of Victoria.

June 27, 2023: Building Permit for Apartments 1 & 2 and Townhouses 1 & 3 issued by the City of Victoria. 

December 14, 2022: Foundation Permit issued by the City of Victoria.

September 26, 2022: Excavation Permit issued by the City of Victoria.

June 8, 2022: The CRHC Board of Directors gave final approval of the budget, and authorized the execution of the mortgage documents, relating to the Caledonia Redevelopment project.

March 9, 2022: Demolition began on the 12 original townhouses at 1211 Gladstone.

March 8, 2022: Building permit application submitted to the City of Victoria.

October 28, 2021: The City of Victoria Council gave final reading and approval to the CRHC’s Caledonia OCP amendment and rezoning bylaws, and recommended the project and development permit proceed.

October 14, 2021: The City of Victoria Council gave 1st and 2nd reading to the CRHC’s Caledonia OCP amendment and Rezoning Bylaws, recommend the Development Permit proceed and schedule the public hearing for October 28, 2021.

July 8, 2021: The CRHC and Consultant Team presented an update on the Caledonia project to the Fernwood CALUC.

June 2021: The SD61 Board approved the first two readings of the Caledonia Bylaw 2021 on Monday, June 21, 2021 and a Special Board Meeting was convened on June 24, 2021, where the Board passed the third reading of the bylaw.

November 2020: The project team updated the rezoning application booklet in its final form that will be presented to Council. A Public Hearing date has yet to be confirmed with the City of Victoria, but is anticipated in fall of 2021.

September 2020: The project team is working to finalize a Public Hearing date and continues to engage with adjacent neighbours as we commence towards detailed design.

May 7, 2020: Rezoning and Development Permit were presented to City of Victoria Committee of the Whole. COTW recommended to proceed to Public Hearing pending notification, preparation of draft bylaws and execution of a variety of legal agreements.

January 22, 2020: Development Permit presented to City of Victoria Advisory Design Panel (ADP)

June 5, 2019: Open House & Community Association Land Use Committee (CALUC) Meetings Held

September 27, 2019: Rezoning and Development Permit application submitted to City of Victoria.

November 12, 2018: Approval granted from CRHC board to proceed with redevelopment project within provisional budget of $50,225,724.

November 9, 2018: CRHC received confirmation of provisional project approval from Building BC: Community Housing Fund (CHF).

August 23, 2016: CRHC board approved the Renewal, Redevelopment and Development Strategy which identified redevelopment of Caledonia as a priority.
