The retail distribution system is overseen by the Juan de Fuca Water Distribution Commission which is composed of 6 commissioners appointed by the member municipalities and the Juan de Fuca Electoral Area. Representation and weighted voting are based on population, on the same basis as for the CRD Board.
Services include:
- distribution system planning;
- design, construction and maintenance of water distribution mains in View Royal, Colwood, Langford, Metchosin, Sooke and portions of the Juan de Fuca Electoral Area;
- design and implementation of infrastructure renewal and upgrading programs;
- operation of distribution system pumping stations and reservoirs; and
- review and approval of plans by developers to provide water to new developments.
The department operates approximately 350 kilometres of distribution water mains, 13 balancing reservoirs, 34 water pumping stations to serve areas at higher elevations, 5,585 control valves, 68 pressure reducing valves, 86 fireline meters, 1,042 hydrants. 1 rechloramination station and 15,500 retail water meters.
Funding Distribution Services
The primary source of operating and capital funds is from the sale of water to individual customers based on metered consumption on a user pay basis.
