TravelChoices: A Regional Transportation Strategy

The TravelChoices Strategy is a long-range transportation planning framework for the capital region that promotes a balanced, sustainable and affordable transportation system. Adopted in 2005, it aims to achieve the transportation goals and targets identified by the Regional Growth Strategy (RGS): to significantly increase the proportion of people using alternate means of transportation.

Forecast

By 2026, Regional Travel in the Capital Regional District is estimated to increase by 400,000 person-trips per day.

Vision

To significantly increase the proportion of people walking, cycling, using transit, ride-sharing or using other alternatives to driving alone.

The four elements of the TravelChoices Vision are to:

  • Integrate land use and transportation policies
  • Enhance alternatives to driving alone
  • Manage transportation systems
  • Manage transportation investments

Target

Three quarters of the additional 400,000 trips projected by 2026 should be made by public transit, walking, cycling or carpooling.

Shifts in travel behaviour to these priority modes will help mitigate the social, economic and environmental costs of congestion due to single occupancy automobile use.

TravelChoices Select Committee

The TravelChoices Select Committee is an advisory committee established to make recommendations to the Board on short, medium and long-term choices for implementing a transportation strategy for the region. Background information and committee reports include:

TravelChoices Sub-Committees

The TravelChoices Select Committee approved the terms of reference for two sub-committees in January 2007 — the Pedestrian and Cycling Sub-Committee, and the Travel Demand Management (TDM) Sub-Committee.

TravelChoices Implementation & Investment Plan

In 2002, the Federal Government created the “New Deal for Towns and Cities” program to provide Canadian communities with a share of the Federal gas tax to help fund sustainable infrastructure projects. In 2005, the Federal and Provincial Governments signed an agreement allowing BC communities to access the “New Deal” funds.

In response, the CRD Board directed staff to prepare a Travel Choices Implementation and Investment Plan to prioritize transportation proposals in the Region for potential funding from this source.The Final Report by consultants was approved by the Board in December 2006.The Report ranked transportation proposals according to criteria related to congestion reduction, current trip volumes, provision for multi-modal travel and strengthening connections to regional destinations.
