One of the core functions of the CRD is to provide services on a cost-recovery basis for participating members. First Nations, as upper levels of government, are not under the authority of the Local Government Act - the legislative and regulatory framework that governs regional districts and their members. The CRD can however, enter into service agreements with non-members such as the Airport Authority, Department of National Defence and First Nations governments.
The CRD has negotiated a number of service agreements and contracts with First Nations communities, including water and sewer service, animal control, fire protection, waste collection and building inspection. The First Nations Relations Division is available to assist Nations in renewing their service agreements or negotiating new agreements.
