Juan de Fuca encompasses the west coast of Vancouver Island from the community of Otter Point all the way to Port Renfrew, and also includes the geographically separate communities of East Sooke, Malahat and Willis Point.

The Juan de Fuca communities of Willis Point, Malahat, East Sooke, Otter Point, Shirley, Jordan River and Port Renfrew, and the Rural Resource Lands make up an unincorporated rural Electoral Area under the jurisdiction of the Capital Regional District (CRD). The CRD provides many of the local government functions and services normally found in a municipality or town, and most administrative functions are handled from offices in Sooke or Victoria.

Shirley/Jordan River Advisory Planning Commission Meeting
Proposed Bylaw No. 3874 to amend the Juan de Fuca Land Use Bylaw, 1992, Bylaw No. 2040, to zone lands in the Shirley and Jordan River Official Community Plan (OCP) area that are currently regulated by the Juan de Fuca Subdivision Bylaw No. 189 was considered by the Juan de Fuca Land Use Committee on February 19, 2013. Public Information Meeting
Proposed Bylaw No. 3874, Malahat Land Use Bylaw, 1981, Amendment No. 143, 2013 to amend the Langford Electoral Area Zoning Bylaw, 1981, Bylaw
No. 980 (for the Malahat area) to revise definitions as well as to clarify general regulations for accessory building height and maximum floor area, and proposed regulations for secondary suites, detached accessory suites, and bed and breakfasts was considered by the Juan de Fuca Land Use Committee on February 19, 2013. The proposed bylaw has been referred out to agencies for comments.

Willis Point Advisory Planning Commission Meeting
Proposed Bylaw No. 3720 to amend the Comprehensive Community Plan Bylaw for Willis Point, Bylaw No. 3027 to incorporate a Greenhouse Gas Reduction statement, revise the definition of height, add a new definition of average natural grade, increase the height of accessory buildings, provide additional exemptions for development permits, incorporate new mapping and clarify some land use zoning was considered by the Juan de Fuca Land Use Committee on February 19, 2013. The proposed bylaw has been referred out to agencies for comments.

The proposal to rezone five properties in the Juan de Fuca Electoral Area has been referred out to agencies for comments.
On February 25, 2013 the East Sooke Advisory Planning Commission considered the proposed zoning for Wolf Island in Becher Bay in East Sooke. The new Rural Residential Wolf Island Zone (RR-WI) has the same features as the Rural A zone with the exceptions that only two one-family dwellings are permitted and the maximum size of residential buildings is a Total Floor Area of 1,500m2. The APC sup[ported the proposed new Rural Residential Wolf Island Zone.
On March 5, 2013 the Shirley/Jordan River Advisory Planning Commission considered the proposal to rezone Lot B, Section 90, Renfrew District, Plan 23273 from Forestry (AF) to Rural (A). The APC supported proposed zoning to Rural A.
On March 11, 2013 the Otter Point Advisory Planning Commission considered proposed rezoning for the following parcels:
- Lot A, Block 70, District Lot 39, Malahat District, Plan 23590 (Anderson Road) from Bylaw No. 189 to Bylaw No. 2040, Forestry (AF) zone.
- Parcel A, Blocks 69 & 70, Malahat District (Crown Parcel, Clark Road) from Bylaw No. 189 to Bylaw No. 2040 Forestry (AF) zone.
- Section 12, Otter District except Plans 5502 and 29472; Lot 1, Section 12 Otter District, Plan 5502, except Plan 23399; and Section 53, Otter District (Camp Barnard) from Bylaw No. 2040 Community Facility (P-2) zone and Rural A zone to new Community Facility Camp Barnard (P2-CB) zone.
The Otter Point APC supported the proposed rezoning of the above noted parcels.

The purpose of Bylaw No. 3870 is to amend Bylaw No. 2040, Juan de Fuca Land Use Bylaw, 1992, by creating a new Juan de Fuca Public Service Building (P-4) zone, and deleting from the General Industrial (M-2) zone, for the purpose of permitting CRD administration building and ancillary uses on Lots 1, 2, and 3, Section 16, Otter District, Plan VIS7096.
The Capital Regional District Board adopted Bylaw No. 3870 on May 8, 2013.

The purpose of Bylaw No. 3872 is to amend Bylaw No. 2040, Juan de Fuca Land Use Bylaw, 1992, by creating a new Rural Residential 3 Kennel (RR-3K) zone, and deleting lands from the Rural Residential 3 (RR-3) zone, and adding to the Rural Residential 3 Kennel (RR-3K) zone for the purpose of permitting a kennel on Lot 1, Section 31, Otter District, Plan 25582, except Plan VIP63956 (2276 Kemp Lake Road).

Proposed Bylaw No. 3873
The purpose of Bylaw No. 3873 is to amend Bylaw No. 2040, Juan de Fuca Land Use Bylaw, 1992, by creating a new Rural Residential A Kennel (RR-AK) zone, and deleting lands from the Rural Residential A (RR-A) zone, and adding to the Rural Residential A Kennel (RR-AK) zone for the purpose of permitting a kennel on Lot 28, Section 15, Otter District, Plan VIP87643 (3312 Otter Point Road).

June 27, 2012 Otter Point Citizen's Committee Meeting
A meeting was held on June 27, 2012 for the Committee to review the draft OCP. Staff will prepare a revised draft OCP which incorporates comments from the Citizen's Committee and the APC . Draft 2 will be referred to the Committee for further comment. This version will be referred to First Nations and municipalities, regional and provincial agencies and interest groups for broader consultation.

May 23, 2012 APC Meeting
The revisions proposed to the definitions discussed at the May 9 and 16th meetings were distributed. They will be discussed again once the draft OCP has been reviewed entirely. The public review of Parts 1 and 2 of the draft OCP were completed at the meeting. The suggested revisions are provided below.

Port Renfrew Utility Services Committee Annual General Meeting - Postponed

Amendments are proposed to the Juan de Fuca Soil Removal or Deposit Bylaw, Bylaw No. 3297 to incorporate changes suggested by the community and sand and gravel operators to streamline the permit process and to review the permit fees.
A staff report was considered at the October 19, 2010 Juan de Fuca Land Use Committee (LUC) and staff were directed to refer the proposed bylaw (Bylaw No. 3681) to agencies and to the Juan de Fuca Electoral Area Advisory Planning Commissions for comments.

Bylaw No. 3681 describes the specific changes proposed to the Juan de Fuca Soil Removal or Deposit Bylaw. In addition, a copy of the Juan de Fuca Soil Removal or Deposit Bylaw with the proposed changes highlighted is also provided to assist the review of the amendments.

Meetings were held with the Otter Point, East Sooke and Shirley/Jordan River Advisory Planning Commissions to discuss the changes. Meetings with the Port Renfrew and Willis Point APC's will be scheduled in January. After all the APC meetings a staff report will go to the Juan de Fuca Land Use Committee for consideration.
