Electoral Area

Juan de Fuca encompasses the west coast of Vancouver Island from the community of Otter Point all the way to Port Renfrew, and also includes the geographically separate communities of East Sooke and Willis Point.

The Juan de Fuca communities of Willis Point, Malahat, East Sooke, Otter Point, Shirley, Jordan River and Port Renfrew make up an unincorporated rural Electoral Area under the jurisdiction of the Capital Regional District (CRD). The CRD provides many of the local government functions and services normally found in a municipality or town, but most administrative functions are handled from offices in Sooke or Victoria.

JDF Land Use Committee to Consider Allowing Detached Accessory Suites - Proposed Bylaw No. 3605- Revised November 17, 2009
The JDF Electoral Area Land Use Committee (LUC) at the November 17, 2009 meeting, considered a revised version of Bylaw No. 3605, an amendment to the Sooke Land Use Bylaw 2040, which would allow a suite to be located in an accessory building, if a certain set of conditions were adhered to. At the meeting the LUC amended the proposed bylaw prepared by staff. The amendment was incorporated into the document and the revised proposed amendment bylaw, Bylaw No. 3605, and was considered at the December 9, 2009 CRD Board meeting.
The CRD Board gave the revised proposed bylaw, Bylaw No. 3605, first and second reading and directed that it be forwarded to a Public Hearing. The Public Hearing will be scheduled for February 2010.
In addition, the LUC directed staff to take the revised Bylaw back to the East Sooke Advisory Planning Commission for consideration. The APC meeting is scheduled for Wednesday January 13, 2009.

Juan de Fuca Bylaw Appeal Unsuccessful
The Capital Regional District has been unsuccessful in an appeal of the BC Supreme Court's December 2008 decision regarding Juan de Fuca Electoral Area (JDFEA) local area planning bylaws and the voting arrangement in the area.
The appeal's decision renders a number of interim bylaws invalid, which were passed in response to the release of 28,000 hectares of land, owned by Western Forest Products (WFP) from Tree Farm Licenses 6, 19 and 25 on Vancouver Island by the Minister of Forests.
Status of Development Permit Applications Subject to Delegation Bylaw No. 3462
At their May 13, 2009 meeting the CRD Board approved a recommendation by the Land Use Committee (LUC) to delegate the authority to staff to expedite those Development permits applications which meet the development permit guidelines of the Official Community Plans (OCPs). Read more ![]()
Bylaw Amendments for Rural, Resource and Forestry Lands in the Juan de Fuca Electoral Area
In 2007 the CRD proposed several amendments to official community plans, land use and subdivision use regulations dealing with the zoning of rural, resource and forestry land within the Electoral area. Read more
Agricultural Advisory Planning Commission
Bylaw No. 3517 to create an Agricultural Advisory Planning Commission in the Juan de Fuca Electoral Area was given final reading by the Regional Board on March 12, 2008
