Addressing the CRD Board,
Committees & Commissions
Business is brought to the Board through Board Standing Committees and Commissions. Usually, a report is prepared by CRD staff outlining the item. The staff report is then reviewed by one of the Board Standing Committees or Commissions before going to the Board of Directors for consideration.
As a member of the public you are able to contribute to CRD Board, Committee and Commission meetings in two ways:

- Request to Add an Item to the Agenda
Speak to an Agenda Item
You are welcome to address a meeting of the Board, a Committee or Commission regarding an item on a meeting agenda.
You can make a request online or the complete this printable form (PDF
). We are also happy to mail or fax out a form--call the Administration Dept. at 250.360.3129 to request a form. Printed forms can be submitted by fax to 250.360.3130.
Requests must be received no later than two calendar days prior to the meeting. For a Wednesday meeting, this means forms are required by 4:30 p.m. on Monday of the week of the meeting. Requests are subject to majority vote by those Board or Committee members present.
If less than two days are available, you may still submit a form. Such requests are subject to unanimous vote by those Board or Committee members present.
Presentations are limited to five (5) minutes unless a longer period is agreed to by unanimous vote of those members present.
Note: The Board or committee shall not permit a delegation to address a meeting regarding a zoning or community plan bylaw for which a Public Hearing has been held, or a matter to be dealt with as a grievance under a collective agreement, or that is within the exclusive mandate of the Greater Victoria Labour Relations Association Board.
Request to Add an Item to the Agenda
Speak or write to the appropriate CRD department about your issue or interest and outline what action you wish the CRD to take. You will receive a direct response, or you will be informed that your request has been forwarded to a meeting agenda.
Write the Chair of the appropriate CRD Board Standing Committee or Commission outlining what action you want the CRD to take. You will receive a direct response, or you will be informed that your request has been forwarded to a meeting agenda.
Raise your agenda item with the Director on the CRD Board who represents your municipality or electoral area.
