Panorama Recreation is pleased to offer the LIFE Program - a regional initiative supported by the Greater Victoria Active Communities to provide no cost and low-cost recreation opportunities for individuals and families on limited incomes.

Who Is Eligible?

Individuals and families whose combined gross household income falls at or below the low income thresholds determined annually. Thresholds are relative to household size, and based on Statistics Canada’s Low Income thresholds, with an additional 5% added to account for regional cost of living. To qualify for the 2022 LIFE Program, gross income must be at or below the below noted thresholds.

Residents of Central Saanich, North Saanich, Sidney and the 4 W̱SÁNEĆ Communities of Tseycum, Pauquachin, Tsartlip and Tsawout may apply through Panorama Recreation Centre. If living outside of this municipality, please apply through your local centre. Post-secondary students are not eligible.

Membership Options

Option A: Drop-Ins and Program Subsidy (valid January 1 - December 31)

  • 52 Free Admissions to Drop-In Sessions at any Greater Victoria Recreation Centre (incl. Panorama, West Shore, Saanich, City of Victoria, Oak Bay, Esquimalt and SEAPARC Recreation Centres).
  • Subsidy allocation of $125 for 18yrs and under; $75 for 19yrs+. Subsidy will be applied to your account online and can be used for program registrations (up to $50/program).
  • Should you use your 52 visits before year end, you may use your program subsidy (up to $50/transaction) to purchase a 10, 25, or 50 punch pass to be used at Panorama Recreation.

Option B: Annual Panorama Pass or Pass Plus – 50% OFF (valid one year from purchase)

  • Receive this $420 pass for $210 (monthly payment plan available: Visa, M/C, cheque accepted)
  • Unlimited access to all drop-in programs (Panorama Recreation & satellite centres only)
  • Annual Pass Plus includes Free Annual Youth Active Pass for dependant youth (18 years and under) living at the same address ($69 value/youth

Option B: Annual Regional Pass Discount – 50% OFF (valid one year from purchase)

  • Receive this $492 pass for $246 (monthly payment plan available: Visa, M/C, cheque accepted)
  • Unlimited access to drop-in programs at Panorama, West Shore, Saanich, City of Victoria, Oak Bay, Esquimalt and SEAPARC Recreation Centres

How Does the LIFE Membership Work?

52 Visit Drop-In Pass & Program Subsidy

If you are exclusively using your 52 visit pass at Panorama Recreation, after approval your account will be loaded with 52 free visits for easy scanning at the turnstiles at Panorama or Greenglade Community Centre reception.

If you are using your 52 visit pass at participating recreation centres across Greater Victoria you will be provided a card with a photo and sticker affixed with 52 visits. This card will need to be presented each time you visit a participating centre and each visit will be checked-off

Your pass must be presented or scanned each time dropping in, regardless of the centre.

New for 2022 is an adjustment to the program discount portion of the program which will now operate under a subsidy model, allowing LIFE patrons choosing that option to register online and apply program subsidy to receive discounts. Program subsidy amounts are $125 for 18yrs and under; $75 for 19yrs+, subsidy will be applied to your account online and can be used for program registrations at Panorama Recreation (up to $50/program).

What Else Do I Need To Know?

  • Check out this video on how to use your LIFE subsidy when registering for programs online.
  • Child: 0-12 years (Children under 7 must be accompanied by an adult at all times when at the pool).
  • Teen: 13-18 years (Weight room participants must be at least 15 years of age or 13 years+ with completion of Panorama’s Weight Training for Teens program).
  • Adult: 19 years+
  • One pass will be issued for each household member. The applicable LIFE membership must be presented at time of drop-in admission.
  • Passes are not transferable and have no cash or credit value.
  • A $10 fee will be charged for replacement of a lost pass.
  • Participants must have their picture taken for their LIFE card.

How Do I Apply

Complete one LIFE Application Form per household and include a copy of the following:

  • Proof of current residency within Central Saanich, North Saanich or Sidney (a utility bill, rental agreement, BC Driver’s License or BC Identification Card with your current address
  • Proof of combined gross household income in the form of your previous year’s Notice of Assessment (NOA) from the Canada Revenue Agency. To obtain a Notice of Assessment, call Revenue Canada at 1.800.959.8281 or visit CRA's My Account.

Completed applications can be dropped off to reception at Panorama Recreation Centre or Greenglade Community Centre. Your application will be reviewed and you will be notified within two weeks from the date received if approved or not.
