The Onsite Wastewater Management program includes both a regulatory and an educational approach to helping onsite wastewater treatment system (septic system) owners properly maintain their systems.
Septic system maintenance is a cost effective method of reducing malfunctions and preventing untreated or partially treated wastewater from escaping into the environment. Untreated wastewater carries dangerous viruses and pathogens that can result in illness and pollution in our community.
The program has delivered its educational component region-wide (excluding Salt Spring Island and the Southern Gulf Islands) since 2001 and its regulatory component under CRD Bylaw No. 3479 to participating local authorities since 2007.
CRD Bylaw No. 3479 participating local authorities include Colwood, Langford, Saanich and View Royal.
- Bylaw 3479 Capital Regional District Onsite Sewage System Maintenance Bylaw, 2007
The program provides regulatory services under the various bylaws and liquid waste management plans issued through provincial authorities. The CRD works with our regulators to ensure the program meets all regulatory requirements.
- Bylaw 3478 Management of Onsite Sewage Systems Service Establishment Bylaw, 2007
The Onsite Wastewater Management program reports to a number of committees, including the Core Area Liquid Waste Management Committee.
The Onsite Wastewater Management program is funded through requisition from participating municipalities and septage disposal fees.
