The Capital Regional District (CRD) Board of Directors sets the strategic direction and priorities for the CRD to address over a four-year term. The CRD then carries out activities and initiatives within its mandate to deliver on priorities and meet community needs.

The CRD has more than 200 service, infrastructure and financing agreements with municipalities and electoral areas. This results in three categories of service:

  • regional, where all municipalities and electoral areas are served
  • sub-regional, where two or more jurisdictions are served
  • local, in the electoral areas where the CRD is the local government

The CRD is authorized to deliver services by Letters of Patent or by bylaws. Each service has a defined set of participants, a defined purpose and boundary, method of cost recovery and sometimes a maximum amount to be requisitioned.
