2.670 Water Supply - Regional (Greater Victoria)

The Water Supply Service is the bulk (wholesale) water supplier to the various water distribution entities that deliver water to the 340,000 consumers in the Greater Victoria Area. Agricultural water users throughout the service area receive a subsidy for the portion of CRD water used for agriculture.


In 1997, the Province of BC adopted the "Capital Region Water Supply and Sooke Hills Protection Act" (the "Act") which established a CRD Water Supply Local Service with interim participants being all municipalities of the Capital Regional District and the Sooke Electoral Area. That same act dissolved the Greater Victoria Water District (GVWD 1948) and transferred all assets, obligations and liabilities of the District to the CRD, with a portion of the lands being reserved for Regional Park Land. The water assets were to be divided between the Water Supply Local Service and the Water Distribution Local Service.

In 1992, the CRD Board adopted Bylaw No 2537 which established the Water Supply Local Service commonly called Regional Water Supply. The service continues to be authorized and administered under the Act and regulations, and CRD Bylaw No 2537.


A Water Supply Commission, (prescribed by the Act) is made up of the JDF Electoral Area director and members of the council of each participating municipality. The councils of each participating municipality must appoint the equivalent number of commissioners (from amongst its councilors) as the municipality has directors on the CRD board.

The Commission "must review, within a reasonable period of time, any matter relating to the regional water supply service initiated by the Water Supply Commission or referred to it by: the Regional Board, a participating municipal council, the Saanich Peninsula Water Commission, the Juan de Fuca Water Distribution Commission or the participating Electoral Area Director". The commission must also regularly review the Water Supply Strategic Plan.

In October/December of each year, the Water Supply Commission must submit an annual budget to the CRD Board including estimates for operating revenues, expenditures and debt charges as well as estimates relating to water supply service capital expenditure program for inclusion in the Board's provisional and annual budgets.

This service is managed and operated by the CRD Integrated Water Services Department.


The funding for the annual budget is from water use charges to the Saanich Peninsula Water Service, the CRD Water Distribution Service, and the municipalities of: Saanich, Victoria, Oak Bay and Langford (for Westhills only).
