CRD Discontinues Pursuit of Federal Lands for Wastewater Treatment and Biosolids Facilities

Victoria, BC – The CRD Board confirmed it is withdrawing its request to purchase or lease federal lands on the Canadian Forces Base (CFB) in Esquimalt for the Wastewater Treatment Program (the Program) facilities due to the challenges associated with the federal process for the disposition of land.

As part of the search for alternative Biosolids sites, on February 26, 2013, the CRD sent a request to the federal government to revisit the possibility of selling or leasing 1.6 hectares (4 acres) adjacent to the wastewater treatment facility site at McLoughlin Point, currently part of CFB Esquimalt, to construct a Biosolids Energy Centre (BEC). A follow up letter was sent on April 29 indicating that the CRD would also be receptive to considering 4 hectares (10 acres) at Macaulay Point for a combined wastewater treatment facility and BEC. Relocating the facilities to federal land would require a major change to the Liquid Waste Management Plan (LWMP) and would also be considered a significant change to the current agreements with Infrastructure Canada and Public Private Partnerships Canada (PPP Canada), requiring submission of updated information for evaluation by the funders and potentially renegotiation of funding agreements. An environmental assessment of the site under the Canadian Environmental Assessment Agency would also be required as well as a formal agreement with local First Nations. These requirements would result in a significant delay to the Program schedule. Construction inflation costs resulting from delay are also a concern as any costs in excess of the funding agreement upset amounts will be borne by local taxpayers.

As a result, the Board confirmed the stand alone wastewater treatment plant will be located at McLouglin Point as approved in the LWMP. Consultation is now underway on the two locationoptions for the BEC at the Hartland landfill (which is currently in the approved LWMP), and Viewfield Road including eight open house sessions commencing on June 17.
