Mt. View Heights Senior Residential Care Project to Proceed as a Stand-Alone Initiative

Victoria, BC - At a special meeting on June 27, 2012 the Capital Regional Hospital District (CRHD) Board passed a resolution authorizing the CRHD to enter into a proposed agreement with the Vancouver Island Health Authority (VIHA) and Baptist Housing Society to proceed with the Mt. View Heights seniors’ residential care project as a stand-alone initiative.

Development of the 260 unit Mt. View Heights complex had originally been approved along with the proposed 320 unit Oak Bay Lodge site under one comprehensive arrangement, for a total CRHD capital commitment of $40.37 million for all 580 units.

“Given delays surrounding the approval of the required height and parking variances needed for the Oak Bay Lodge project, it was imperative that the Capital Regional Hospital District endorse proceeding with Mt. View Heights as quickly as possible,” said CRHD Board Chair Graham Hill. “The need for these replacement beds for senior’s care is becoming critical and the CRHD Board is fully committed to making this project happen.”

Under the terms of the proposed stand-alone Mt. View arrangement, CRHD-owned land on Carey Road in Saanich will be leased for a nominal fee to Baptist Housing Society for 25 years, and the CRHD will provide a capital contribution of up to $18.98 million towards the total estimated capital cost of $59 million. VIHA will enter into an operating agreement with Baptist Housing Society to provide the residential care services.

A similar arrangement for the Oak Bay Lodge project was contingent on approval of the height and parking variances, which was denied by Oak Bay Council June 27, 2012.

“While respecting the difficult decision of the Oak Bay Council in considering the variance request, the CRHD remains committed to improving senior’s care in the region,” said Chair Hill. “Given the community wide benefits that will be achieved through the Mt. View development, and the fact it has all the necessary permits to begin construction today, it is imperative that we proceed as quickly as possible with this important and regionally significant project.”
