CRD Votes to Implement Kitchen Scraps Strategy

Victoria, BC - The Capital Regional District (CRD) Board has voted to implement a region-wide kitchen scraps strategy starting in 2013. Kitchen scraps include meat, bones, grains, dairy products, eggs, vegetables, fruits and soiled paper products.

The initial phase of the strategy will include a $20/tonne incentive, in 2013 and 2014, for waste haulers who deliver separate kitchen scraps loads to CRD-approved transfer stations and composting facilities. In addition, in 2014 there will be a 20% surcharge at Hartland landfill on garbage loads containing kitchen scraps to discourage their disposal as garbage. In the final phase of the strategy the CRD will implement a ban on kitchen scraps from Hartland landfill starting January 1, 2015.

“Upon re-evaluation of the kitchen scraps initiative, the CRD is moving forward with a plan which will drive the development of a long-term collection and processing infrastructure for kitchen scraps and meet public expectations”, said CRD Board Chair Geoff Young. “Extending the life of the landfill is a priority for the CRD.”

Financial implications associated with decreased tipping fees revenues resulting from kitchen scraps diversion have been addressed in the annual budget and five-year financial plan. No increases to the tipping fee are projected based on this initiative.

The kitchen scraps collection program will save landfill airspace and help to ensure that the CRD meets its 70% diversion goal by 2015. Regional greenhouse gas (GHG) emissions that contribute to climate change will also be reduced. In addition, kitchen scraps processing will create a valuable resource, such as compost and/or biogas. It is estimated that 30,000 tonnes of processed kitchen scraps would generate approximately 17,000 tonnes of finished compost.
