CRD Board Recommends Voting Change for Juan de Fuca Electoral Area

Victoria, BC- The Capital Regional District (CRD) Board has recommended a change to the voting structure in the Juan de Fuca Electoral Area in order to recognize the regional importance of land use decisions in the Rural Resource Lands.  

The Board has requested an Order-in-Council from the Province to create an additional Voting Block C that would allow all Directors to vote on Part 26 land use matters related to the Rural Resource Lands in JDF. The change would only affect the Rural Resource Lands; other areas in JDF would remain under the current Committee A and B voting structure.

The request, which was sent to Minister Ida Chong from Board Chair Geoff Young on April 14, 2011, is included on the following page.

A staff report and proposed Bylaw No. 3755, which concerns the proposed Marine Trail Holdings Ltd. resort development zoning application, will be considered at the April 19 Juan de Fuca Land Use Committee (LUC) meeting. At this meeting, the JDF LUC will consider making a recommendation to the CRD Board and the currently existing Committee A would then consider the recommendation at the May 11, 2011 meeting.

Dear Minister Chong:

RE: Request for Order-in-Council – Voting Block C – Juan de Fuca Electoral Area

A voting structure for matters under Part 26 of the Local Government Act currently exists for the Capital Regional District under B.C. Reg. 287/2001.  Under this structure, issues that affect all or part of the Juan de Fuca Electoral Area that was formerly part of either the Sooke or Langford Electoral Area are dealt with by a specific group of directors identified as Voting Block A or B.

The Board recently considered various voting structure options for Part 26 land use planning matters in the Juan de Fuca Electoral Area with the objective of enabling a vote by the full Board on issues of regional significance.  The Board decided that the creation of an additional Voting Block C for the Rural Resource Lands in the Juan de Fuca Electoral Area would benefit the region.

Therefore, at its meeting held Wednesday, April 13, 2011, the Capital Regional District Board of Directors adopted the following resolution:

“That the Board request an Order-in-Council from the Province to create an additional Voting Block C that would allow all Directors to vote on Part 26 land use matters related to the Rural Resource Lands located in the Juan de Fuca Electoral Area”.

The area is defined by Bylaw No. 3591 "Official Community Plan for the Rural Resource Lands, Bylaw No. 1, 2009" as outlined on the map attached for your information.
