Victoria, BC – The CRD would like to congratulate Wastewater Project Director, Dwayne Kalynchuk, on his new appointment to the position of Director of Engineering with the City of Victoria. As of May 7, 2010, the wastewater project will be led in the interim by Jack Hull, General Manager of Integrated Water Services, Tony Brcic, CRD Project Manager of the Wastewater Project and Andy Orr, Senior Manager, CRD Corporate Communications.
“Dwayne’s dedication to this project has been remarkable and I have appreciated all of the assistance from Dwayne and his team this past year,” said Core Area Liquid Waste Management Committee Chair Judy Brownoff. “As we move forward with Wastewater Treatment in the capital region, I look forward to working closely with the new wastewater team.”
Initially hired as the CRD’s General Manager of Environmental Services, Dwayne Kalynchuk has been a key leader of the CRD’s Core Area Wastewater Treatment Project. “Dwayne has been an important member of the initial planning phase of the project, and in our meeting the project’s timelines and expectations,” says Kelly Daniels, CRD Chief Administrative Officer. “Dwayne has been an asset to our organization these past years, and we wish him all the best in his endeavours with the City of Victoria.”
In the upcoming weeks the CRD is considering a number of governance and administrative options that will lead the sewage treatment project through its next phases. “With the initial phase of the wastewater treatment project nearing completion, our focus now and over the next several months is on how best to structure the project’s leadership as we move into the next phases of procurement, design and development,” said Daniels. “Dwayne’s efforts have ensured that we have a good foundation to build upon for the phases to come.”
While the various administrative and governance options are being considered, Jack Hull will perform a project co-ordination function in addition to his current role, while Tony Brcic will continue in his role of Project Management with an expanded responsibility to support Mr. Hull. Hull will have support from Andy Orr, CRD Senior Manager of Corporate Communications, for public consultation and communications initiatives, and the project team of Stantec Engineering and Ernst and Young for financial and business case support.
Wastewater treatment for the Core Area municipalities is expected to be complete by 2016.
