Bylaws 4393 and 4394

At the December 9, 2020 Board meeting of the Capital Regional District ("CRD"), the following bylaws received three readings:

  • Bylaw No. 4393, "Florence Lake Water System Local Service Establishment Bylaw No. 1, 2020" to establish a water system local service in the area formerly serviced by Florence Lake Improvement District; and
  • Bylaw No. 4394, "Florence Lake Water System Local Service Loan Authorization Bylaw No. 1, 2020" to authorize the borrowing of three hundred thousand dollars ($300,000) for the Florence Lake water system upgrade

Alternative Approval Process

The CRD may proceed with Bylaws No. 4393 and 4394 unless at least 4 electors within the Florence Lake Improvement District area indicate, by signing the elector response form, that the Board must obtain the assent of the electors by way of an assent vote (referendum) before proceeding.

The Alternative Approval Process opportunity applies to electors within the Florence Lake Improvement District, comprised of properties with an odd-numbered street address ranging between 2601 and 2649 Savory Road, in the City of Langford, BC in the Capital Regional District.

Elector response forms may be obtained at the CRD Headquarters, PO Box 1000, 625 Fisgard Street, Victoria, from 8:30am – 4:30pm, Monday to Friday (excluding statutory holidays) until 4pm on Monday, July 5, 2021.

Background on Florence Lake Improvement District

In April 2018, the Florence Lake Improvement District sent a letter formally requesting that the CRD take over the Florence Lake Improvement District water system.

In February 2019, an Engineering Takeover Study (PDF) was completed to assess the current system and the estimated costs of proposed works that would allow takeover of the water system by the CRD.

In coordination with the Province, the CRD administered a petition (PDF) in Fall 2019. A public open house (PDF) was held October 29, 2019 that was attended by CRD staff, Provincial representatives, and residents of FLID. The CRD received petitions from 13 out of 17 lots in support of the conversion to a CRD local service area.

Deadline for Submitting an Electoral Response Form

The deadline for delivering the original signed elector response for to the CRD is 4pm on Monday, July 5, 2021. The form may be delivered to the CRD Headquarters listed above.

Elector Qualifications

Resident Elector: You are entitled to submit an elector response form as a Resident Elector if you are 18 years or older on the date of submission of the elector response form, are a Canadian citizen, have resided in British Columbia for 6 months and at a property located within the Florence Lake Improvement District in Langford, BC for at least 30 days prior to signing the elector response form.

Non-Resident Property Elector: You may submit an elector response form as a Non-Resident Property Elector if you are 18 years or older on the date of submission of the elector response form, are a Canadian citizen, have resided in British Columbia for 6 months, have owned and held registered title to property within the Florence Lake Improvement District in Langford, BC for 30 days and do NOT qualify as a Resident Elector. If there is more than one registered owner of the property (either as joint tenants or tenants in common) only one individual may, with the written consent of the majority, submit an elector response form.
