The 2021 service planning process marks the third year of a four-year planning cycle. This cycle is designed to ensure alignment with and implementation of Board Priorities, which set the strategic course for the CRD.

Each year, the service planning process identifies sustainable and efficient ways to implement actions outlined in the 2019-2022 Corporate Plan. Community Needs Summaries outline anticipated activities for the year ahead, subject to review by standing committees and the Board in open meetings.

The 2021 service planning process is underway. Links to agendas and webcasts are added to each panel below ahead of scheduled committee meetings.

Accountability

We envision being leaders in organizational performance, transparency and service delivery.

The Governance and Finance Committee provides advice and recommendations to the Board on items related to accountability.

The Salt Spring Island Community Economic Development Commission develops and promotes a sustainable economic strategy for Salt Spring Island.

The Southern Gulf Islands Community Economic Sustainability Commission works toward achieving a resilient and sustainable local economy.

First Nations Relations

We envision strong relationship with First Nations based on trust and mutual respect, partnerships and working together on shared goals.

The First Nations Relations Committee provides advice and recommendations to the Board on items related to relationship-building and Reconciliation.

The First Nations Task Force Final Report consists of recommendations to the Board. Underpinning the report is a Statement of Reconciliation, which guides the organization’s initiatives at the Board, leadership and staff level.

Health Facilities

We envision effectively contributing to improved community health and well-being.

The Hospitals and Housing Committee provides advice and recommendations to the CRHD Board on items related to health facilities.

A corporation of the CRD, the Capital Regional Hospital District (CRHD) partners with Island Health and community stakeholder agencies to develop and improve healthcare facilities in the region and provide capital funding for infrastructure such as acute care, residential care and hospital equipment.

Landfill & Recycling

We envision minimizing waste disposal and maximizing waste diversion.

The Environmental Services Committee provides advice and recommendations to the Board on items related to solid waste.

The CRD is developing a new Solid Waste Management Plan to guide how the region will manage solid waste in the coming years, including recyclables, compostable material and garbage from homes, businesses and institutions, as well as construction and demolition sites.

We envision additional land acquisitions and increased access to parks and recreational trails.

The Regional Parks Committee provides advice and recommendations to the Board on items related to regional parks and trails.

The Regional Parks Strategic Plan sets the direction for regional parks and trails. It includes a long-term vision and mission as well as short-term strategic priorities and actions.

The Land Acquisition Strategy provides the CRD Board with a road map for acquiring land to add to the regional parks and trails system. It is guided by the CRD Regional Parks Strategic Plan.

Planning & Development

We envision keeping approved plans current and monitoring for effectiveness.

The Planning, Transportation and Protective Services Committee provides advice and recommendations to the Board on items related to planning and development.

The Regional Food & Agriculture Strategy is an in-depth exploration of regional food and agriculture objectives, issues and opportunities to guide action and foster leadership.

The Regional Housing Affordability Strategy reflects the CRD’s evolving role and identifies ways to better respond to changing housing market conditions and new developments in government housing programs and policies.

Protective Services

We envision increased regional cooperation in protecting public safety and preparing for, responding to and recovering from emergencies.

The Planning, Transportation and Protective Services Committee provides advice and recommendations to the Board on items related to public safety and emergency management.

The Regional Emergency Management Partnership (REMP) was established to enhance regional emergency management planning activities within the geographical area of the CRD.

Recreation

We envision residents having access to appropriate and affordable recreation opportunities.

The Peninsula Recreation Commission, Sooke and Electoral Area Parks and Recreation Commission, and Salt Spring Island Parks and Recreation Commission provide advice and direction for sub-regional recreational facilities and services. Galiano, Pender, Saturna and Mayne Islands each have a Parks and Recreation Commission responsible for coordinating local recreational programs.

Wastewater

We envision efficient and effective management of the region’s wastewater.

The Core Area Liquid Waste Management Committee, Electoral Areas Committee and the Saanich Peninsula Wastewater Commission provide recommendations and advice to the Board on items related to local and sub-regional wastewater systems and management.

The Core Area Liquid Waste Management Plan outlines wastewater management strategies for the cities of Victoria, Langford and Colwood, the districts of Oak Bay and Saanich, the Township of Esquimalt and the Town of View Royal.

Water

We envision a sustainable and resilient water supply.

The Regional Water Supply Commission provides direction on items related to drinking water supply for Greater Victoria. Local Service Area Commissions, through the Electoral Areas Committee, provides recommendations and advice to the Board on items related to local water systems.

The Regional Water Supply Strategic Plan sets commitments and identifies strategic priorities and actions, with a planning horizon to the year 2050 that will guide the future direction for the service.
