REQUEST FOR STANDING OFFER NO. 2024-972
SNOW AND ICE REMOVAL
The Capital Regional District (CRD) invites quotes from qualified contractors (Proponents) for the supply and delivery of goods and services as and when, if required, non-exclusive, with no guaranteed minimum, to support the Integrated Water Services Department (IWS).
Proponents who submit on this RFSO may be eligible for other opportunities with the Capital Regional District.
The CRD, upon its sole discretion, may choose to enter into an Agreement with more than one lead Proponent.
Proponents should be aware that CRD’s collective agreement with CUPE 1978 contains the following clause as Article 29, Sub-Contractors:
29.01 All sub-contractors of the District shall provide wages which are at least equal to those specified in this Agreement when work of a similar or same nature is performed.

Whenever in the performance of this Agreement any employee of the Vendor performs work of the same or a similar nature to work for which a position and wage is specified in the collective agreement between the Capital Regional District and the Canadian Union of Public Employees Local 1978 (the “Collective Agreement”), the Vendor shall, as required by Article 29.01 of the Collective Agreement, pay such employee a wage not less than the wage set out in the Collective Agreement. The Vendor shall require any permitted subcontractor to do the same. If evidence of non-compliance is found, the Vendor will resolve the non-compliance within 14 calendar days.

Submissions received after the closing will not be accepted or considered. Delays caused by any email, delivery, courier or mail service(s) will not be grounds for an extension of the closing time. Submissions received after the closing time will be returned unopened to the Proponent.
Proponents are to review the complete Request for Standing Offer package, including General Conditions, Description of Work, Solicitation Form and requirements.
Proponents are responsible for requesting any clarification on issues pertaining to the RFSO no later than seven (7) calendar days before solicitation close. Proponents should submit all requests for clarification in written e-mail format specifying the name of the Authorized Contact Person identified in section 2.1.
If the CRD determines that an amendment is required to this RFSO, the CRD will issue a written addendum and it will be posted to BC Bid and CRD websites. The addendum(s) will be incorporated into and become a part of this RFSO and resulting contract(s). Failure to acknowledge and address all addenda in a Proposal may render the Submission invalid. It is the sole responsibility of the Respondents to check BC Bid and the CRD websites for addendum(s) prior to submittal.
