Call for Credentials
Operations Services Contract for the
Hartland Landfill Solid Waste Disposal Facility
The CRD is requesting qualified independent contractors to submit credentials for performing day-to-day solid waste landfilling operations at Hartland Landfill as defined herein.
The Capital Regional District (CRD) is the regional government for the 13 municipalities and three electoral areas located on the southern tip of Vancouver Island.
Hartland landfill and recycling facility is owned and operated by the CRD and is located about 14 km northwest of Victoria. It is a multi-employer site and is the only sanitary landfill in the Capital Region, serving close to 400,000 people. The operation is a multi-purpose facility providing: recycling, household hazardous waste (HHW) collection, a salvage area, yard and garden waste collection and processing, controlled waste and mixed municipal solid waste disposal to commercial and residential customers.
The site operates under an Operational Certificate (OC) under the Environmental Management Act, issued by the Ministry of Environment (MOE), and following a Design Operations and Closure Plan under the OC.
The annual disposal rate varies but is currently around 140,000 tonnes standard refuse and 12,000 tonnes of controlled waste and asbestos.
Scope of Work
The CRD would like to contract equipment and services of a qualified construction/operations contractor for a term of three to five years starting July 2020 to carry out landfilling operations at Hartland landfill.
Submission of credentials should be made to the undersigned no later than 4:00 p.m., local time on September 9, 2019. A construction contract may not necessarily result from this Call for Credentials.
