Consultant Request for Proposals, as detailed below, are requested regarding the Capital Region Housing Corporation (CRHC) Caledonia Affordable Housing Redevelopment.

The following proposal responses will be accepted at the offices of the Construction Manager not later than 2:00 PM local time, Thursday August 6, 2020:

The Capital Region Housing Corporation (CRHC) is a non-profit provider of affordable rental units in the Capital

Region of Victoria, BC.  Founded in 1983, CRHC owns 1,286 rental units, and manages more than 1,450 rental units in 45 different buildings.   

The CRHC is currently working with School District 61 (SD61), the City of Victoria and BC Housing to consolidate all

the lots between Gladstone Avenue and Grant Street, spanning the width of the 1211 Gladstone avenue property to increase the units on the site from 22 to 158 units. The consolidated lot will be owned by the SD61 and leased to

CRHC for a 60-year term. There is currently a Letter of Intent (LOI) between the SD61 and the City of Victoria outlining their intent to enter into a land transfer.

This is a brownfield redevelopment project that is adjacent to the Victoria High School in the Fernwood community

and requires demolition of 18 units on the site currently operated by CRHC at 1211 Gladstone Avenue and 4 units operated by BC Housing/ M’akola at 1218 North Park Street.

This site is currently zoned R-K: Medium Density Attached Dwelling District and requires rezoning to R3-2: Multiple

Dwelling District. The project will be designed to the new 2018 BC Building Code and the energy step code 3 or step 4. The site is approximately 2.14 acres. 

The proposed development will include one four storey apartment building, one five storey apartment building, three townhouse blocks and single level underground parking for 112 vehicles and 196 bicycles. The proposed unit composition will include 14 studio units, 45 one-bedroom units, 77 two-bedroom units, 14 three-bedroom units and 8 four-bedroom units. The project will also include a 1,450 ft² amenity space, attached to the five-storey apartment building.
