The Capital Regional District (CRD) invites detailed proposals from consultants in strict accordance with the Proposal Package located in the Additional Documents section below.  Proposals are to be focused on the development of foundational policies, procedures and agreements to support the operation of an effective, fair and transparent Coordinated Assessment and Access (CAA) system that includes the use of a homelessness management information system (HMIS). In British Columbia, efforts are underway to align regional HMIS with BC Housing’s use of the Homelessness Individuals and Families Information System (HIFIS).

Project Overview:

The recently announced Government of Canada’s Reaching Home Program directives require all Designated Communities to fund projects that operate within a Coordinated Access system that is supported by a HMIS. Through the CAA Advisory Committee, partners have been refining the agreed-upon processes to support an effective CAA system. With the relationships among stakeholders established, work is now required to create the policy and procedural architecture to effectively support the ongoing functioning of the regional CAA system. 

This project is directed toward the creation of a report to the CAA Advisory Committee that includes a recommended policy and procedural framework that supports operation of the CAA system as well as an identification of the resources and enabling policies and agreements needed to further support the implementation of CAA and HIFIS in the region.

The successful consultant will report to the CAA Project Management Team (PMT) consisting of representatives from Island Health, BC Housing, CRD, GVCEH and the ACEH. The PMT will provide strategic guidance to support the implementation of this project and will advance the successful proponent’s progress reports to the CAA Advisory Committee for review and recommendation. The CAA Advisory Committee will receive and approve the final report as well as be responsible for advancing the recommendations of the report within the community homelessness response system.   

Proposals are due on or before February 10, 2020, 4:00 pm local time.

The CAA RFP Proposal Package is attached in the Additional Documents section below. The submission procedures listed in this document shall be followed by all Proponents. Proponents are cautioned to read the entire RFP and follow the procedures required by this RFP carefully, as any deviation from these requirements may be cause for rejection. Additional Background Documents are provided below as well and interested applicants are encouraged to review and use these documents to inform the development of individual proposals.

A non-mandatory information session to discuss the CRD’s requirements under this RFP will be held on January 13, 2020, 2:00 – 4:00 pm, in room 488 at the CRD Offices, 625 Fisgard St, Victoria, BC.  Please note that a call-in option is available for this information session.
