Working with, and on behalf of, participating local governments, other local public land managers and various internal Divisions within the Capital Regional District (CRD), this Request for Standing Offer (RFSO) is issued to solicit responses for a Shared Treatment Contractor(s) to treat and/or monitor treatment (i.e. chemical and mechanical) of high priority Early Detection Rapid Response (EDRR) species such as giant hogweed, knotweed species and other identified invasive plant species on specific sites within the capital region. All proponents of this RFSO must be licensed professionals with an Industrial Vegetation Management Pesticide Applicators license, valid insurance (or ability to obtain) and WorkSafeBC registration (or ability to obtain). As a result of this RFSO, the CRD intends to accept Standing Offer Agreements (SOA) for one or more Contractors.

Local governments or land managers which choose to participate in retaining the services under this SOA, will supply the CRD Representative with the specific sites (public and/or private lands) to be treated and potentially monitored through the SOA contract, in turn the CRD will directly requisition the respective local government for services rendered by the Contractor(s). The CRD Representative will work directly with the Contractor and the respective local government to develop a work plan for the Contractor(s). These services may include treatment, disposal, treatment efficiency monitoring, and data recording and entry into the Provincial Invasive Alien Plant Program (IAPP). Any monitoring undertaken by a Contractor cannot be conducted by the same Contractor who performed the treatment for a particular site.

Closing Time and Date for Submission of Proposals

The CRD will accept two copies of each proposal and one copy on a USB stick, in accordance with the instructions contained herein, at the following specific physical location:

The CRD reserves the right to extend the Closing Time at its sole discretion.

Proposals must not be sent by fax or electronically.

This is a Request for Proposal and not a tender call.

Proposal Documents

Each Proponent will ensure it provides its correct name, address, email address, telephone and number to the CRD at the time the Proponent receives a set of RFSO documents.

Please use and reference the above RFSO number on all correspondence.

Proponents are advised to read and respond appropriately to all sections of the RFSO.

Incomplete proposals may be rejected at the sole discretion of the CRD.

All inquiries related to this RFSO, including whether or not the contract has been awarded, should be directed in writing to the person named below (the "CRD Representative"). Information obtained from any person or source other than the CRD Representative may not be relied upon.

Inquiries should be made no less than seven (7) days prior to Closing Time. The CRD reserves the right not to respond to inquiries made less than seven (7) days prior to Closing Time. Inquiries and responses will be recorded and may be distributed to all Proponents at the discretion of the CRD.

Proponents finding discrepancies or omissions in the Contract or RFSO, or having doubts as to the meaning or intent of any provision, should immediately notify the CRD Representative. If the CRD determines that an amendment is required to this RFSO, the CRD Representative will issue a written addendum to the Proponents. No oral conversation will affect or modify the terms of this RFSO or may be relied upon by any Proponent.

Late Proposals

Proposals received after the Closing Time will not be accepted or considered. Delays caused by any delivery, courier or mail service(s) will not be grounds for an extension of the Closing Time. Proposals received after the Closing Time will be returned unopened to the Proponent.
