The Residual Solids Conveyance Line is a component of the Wastewater Treatment Project, which is being built by the Capital Regional District to meet the provincial and federal regulations for wastewater treatment.

The CRD invites submissions to this Request for Qualifications from experienced contractors interested in constructing the Project.  Based on the Responses, in accordance with the terms of this RFQ, the CRD expects to select a shortlist of up to four Proponents to participate in the Request for Proposals stage of the Competitive Selection Process.

The CRD has engaged Parsons Inc.as the designer for the Project. Parsons is expected to complete the design of the Project in May 2018.  The completed design drawings and specifications will be included in the RFP package.

The Project includes construction of a residual solids forcemain with multiple pump stations along the alignment and a centrate return line. The RSF will convey processed wastewater from the McLoughlin Point Wastewater Treatment Plant in Esquimalt to the Residuals Treatment Facility at Hartland Landfill.  The alignment runs through the Township of Esquimalt, the City of Victoria and the District of Saanich.
