The Juan de Fuca Search and Rescue (JDF SAR) Program is a direct service of the Capital Regional District (CRD), and the Contractor agrees to follow all policies, practices, procedures and direction of the CRD in carrying out the duties included here. As such the EPC must reside within the Electoral Area
The JDF Search and Rescue Program Coordinator will at all times, ensure all records regarding personnel, training, response activities and finances are maintained at the CRD (Protective Services Office, 625 Fisgard Street), and will provide updated training, response and financial logs to the CRD on a monthly basis. This will include agendas and minutes of any JDF SAR meetings.
The duties provided to the CRD by the JDF SAR Program Coordinator include the following:
- Responsible for the overall coordination and management of the JDF SAR Team operations
- Establish and maintain criteria for membership for the current responders of the team, and determine eligibility of applicants
- Responsible for the coordination of establishing, instructing and enforcing the operating guidelines, based on established criteria where necessary ie. EMBC, WorkSafe BC, CRD
- Responsible for maintaining the following teams:
- GSAR Response
- Rope Rescue (high angle) Team
- Swiftwater Response Team

- Tracking Team
- Advanced First Aid Team
- Headquarters Team

- Responsible for the coordination of establishing, delivering and assessing the training programs
- Responsible for the maintenance and inventory of CRD/JDF SAR response equipment
- Responsible for the maintenance of CRD/JDF SAR response vehicles
- Responsible for maintaining relationships with other response agencies within our primary and secondary response areas
- Responsible for maintaining communication and relationship with EMBC, British Columbia Search and Rescue Association (BCSARA) and other SAR programs
- Responsible for the establishment/maintenance of all approved response Standard Operating Guidelines (SOGs)
- New Standard Operating Guidelines must be approved by the CRD before implementation
