Sealed Tenders, plainly marked on the envelope “Tender for Gardom Pond Dam Decommissioning, Contract 16-1856C” will be received by the General Manager, Parks & Environmental Services of the Capital Regional District at their offices at 625 Fisgard Street, Victoria, British Columbia up to 2:00:00 p.m. local time on Tuesday, May 7, 2019, at which time they will be opened in public.

The works to be constructed under this Contract generally include the following:

  • The Gardom Pond decommissioning project is located on North Pender Island, BC, near the intersection of Harbour Hill Drive and Gardom Lane. The project involves lowering the level of the pond below the threshold which requires a water license under the BC Water Sustainability Act (WSA) for a dam.
  • The decommissioning effort involves modifications to the existing dam embankment, extending across 6606 Harbour Hill Drive (privately owned) and fortifying the existing stream outlet channel extending to the tie-in point into the MoTi owned Harbour Hill Drive Road right-of-way (RROW).
  • The proposed outlet channel cuts into the existing dam embankment with a 900 millimetre culvert with the downstream channel extending approximately 160 metres to the Harbour Hill Drive RROW.At the tie-in point a sump, lined with riprap, will be instated. The stream outlet channel is riprapped with 250 millimetre nominal riprap over a geotextile filter cloth and measure approximately 3 metres wide by less than half a metre deep.
  • Portions of the dam low level outlet piping system will be removed and plugged as well as modifications to the existing dry standpipe.
  • Major works associated with the contract include clearing and grubbing, tree removal, excavation, drainage infrastructure, mechanical piping, and environmental protection.Complete details for the construction scope of works are available in the tender document package.
